A presente dissertação tem como tema a Educação do Campo, das Águas e das Florestas em Santa Catarina, partindo do reconhecimento de que compreender a educação nos territórios do campo é também compreender as formas de vida que sustentam suas escolas, seus saberes e suas resistências. O objetivo geral é analisar os indicadores de acompanhamento e monitoramento do Plano Estadual de Educação de Santa Catarina (2016 a 2025), vinculados diretamente à Educação do Campo, das Águas e das Florestas, em articulação com os dados do Censo Escolar da Educação Básica, considerando sua contribuição para o fortalecimento da identidade dessas escolas. A pesquisa propõe identificar e caracterizar essas escolas conforme o Decreto n. 7.352/2010, tomando o Censo Escolar da Educação Básica como fonte central de dados para evidenciar permanências, avanços e lacunas. Com abordagem qualitativa de caráter analítico-descritivo, apoiada em ferramentas de Business Intelligence, o trabalho integra marcos legais, indicadores educacionais e narrativas históricas, buscando compreender como o direito à educação se materializa ? ou não ? nos territórios. O uso de tecnologias de análise de dados não é aqui apenas um recurso técnico, mas um meio de escuta: um modo de ler nos números as marcas da história e as vozes que, por vezes, permanecem invisibilizadas. Os resultados apontam que, embora haja avanços em políticas públicas educacionais e metas específicas para a modalidade no Plano Estadual de Educação em Santa Catarina, persistem invisibilidades estatísticas que dificultam o reconhecimento das escolas do campo, das águas e das florestas como espaços legítimos de produção de saberes, cultura e pertencimento. A pesquisa propõe indicadores de identificação dessas escolas que podem subsidiar processos de planejamento e gestão educacional mais justos, sensíveis e territorializados. O diálogo entre o dado e o direito, entre a técnica e a vivência, evidencia a necessidade de políticas educacionais sensíveis às territorialidades, capazes de garantir equidade, dignidade e sentido ao direito à educação. Mais do que um estudo sobre indicadores e metas, esta pesquisa se constitui como um gesto de reconhecimento: um olhar que enxerga, nas escolas e nos dados, as lutas, memórias e esperança dos povos que fazem do campo, das águas e das florestas não apenas um lugar de vida, mas um território de saber e de direito. Destaca-se, por fim, que este estudo se consolida como base epistêmica e analítica para novas pesquisas voltadas à escuta dos sujeitos que constroem esses espaços, possibilitando compreender, a partir de suas próprias percepções, os impactos que a presença ? ou a ausência ? das políticas públicas educacionais produzem em suas vidas e territórios. Abstract: This dissertation focuses on Rural, Waters, and Forest Education in Santa Catarina, based on the recognition that understanding education in rural territories also means understanding the ways of life that sustain their schools, their knowledge, and their resistance. The overall objective is to analyze the follow-up and monitoring indicators of Santa Catarina?s (2016 to 2025) State Education Plan that are directly linked to Education for Rural Areas, Waters, and Forests, in articulation with Basic Education School Census data, considering their contribution to strengthening the identity of schools in rural areas, waters, and forest. The research proposes to identify and characterize these schools in accordance with Decree No. 7,352/2010, using the Basic Education School Census as the main data source to highlight continuities, advances, and gaps. With a qualitative approach of an analytical-descriptive nature, supported by Business Intelligence tools, the study integrates legal frameworks, educational indicators, and historical narratives, seeking to understand how the right to education is materialized ? or not ? within the territories. The use of data analysis technologies is not merely a technical resource, but a means of listening: a way of reading, in the numbers, the traces of history and the voices that sometimes remain invisible. The results indicate that, although there are advances in public educational policies and specific goals for this modality in the State Education Plan of Santa Catarina, statistical invisibilities persist that hinder the recognition of rural, waters, and forest schools as legitimate spaces for the production of knowledge, culture, and belonging. The research proposes identification indicators for these schools that can support fairer, more sensitive, and territorially grounded processes of educational planning and management. The dialogue between data and rights, between technique and experience, highlights the need for educational policies sensitive to territorialities, capable of ensuring equity, dignity, and meaning in the right to education. More than a study on indicators and goals, this research constitutes a gesture of recognition: a gaze that perceives, in schools and in data, the struggles, memories, and hopes of the peoples who make of the countryside, the waters, and the forests not only a place of life but a territory of knowledge and rights. Finally, this study consolidates itself as an epistemic and analytical foundation for new research aimed at listening to the subjects who build these spaces, making it possible to understand, from their own perceptions, the impacts that the presence ? or absence ? of public educational policies produces in their lives and territories. |
