A presente tese analisa o papel dos institutos parceiros da Rede Atlas na Argentina e no Chile na produção, circulação e legitimação de ideias neoliberais na América Latina. Do ponto de vista teórico, o estudo dialoga com as contribuições de Antonio Gramsci e Pierre Bourdieu, mobilizadas como forma de problematizar o uso frequentemente abstrato de categorias como ?interesses? e ?classes? em parte da literatura neogramsciana. O trabalho parte da hipótese de que os institutos vinculados à Rede Atlas atuam como dispositivos institucionais responsáveis pela produção e circulação de capital simbólico, contribuindo para legitimar agendas neoliberais e ampliar a influência de determinados agentes nos campos intelectual, midiático e político. Metodologicamente, utilizou-se da construção de um banco de dados contendo informações biográficas sobre membros e dirigentes dos institutos analisados na Argentina e no Chile, considerando aspectos como formação acadêmica, trajetórias profissionais, vínculos institucionais e inserção em redes transnacionais. Esses dados foram sistematizados por meio de tabelas, gráficos e análises de redes sociais, além da consulta a documentos institucionais e materiais obtidos em trabalho de campo realizado nos arquivos da Atlas Network na Hoover Institution. A pesquisa evidenciou que os institutos parceiros da Rede Atlas na Argentina e no Chile operam como infraestruturas intelectuais voltadas à produção, circulação e legitimação de ideias neoliberais. Esses espaços articulam agentes situados nos campos intelectual, midiático, econômico e político; convertendo recursos transnacionais ? como credenciais acadêmicas, financiamento, redes institucionais e capital simbólico ? em instrumentos de influência no debate público e na formulação de políticas. Ao transformar determinados princípios econômicos em referências legítimas no espaço público, essas redes contribuem para tornar politicamente viáveis projetos de orientação neoliberal no interior do campo estatal. Nesse contexto, a ascensão de lideranças como Javier Milei na Argentina e José Antonio Kast no Chile pode ser compreendida como parte de um processo social mais amplo associado à consolidação dessas redes institucionais e intelectuais na região. Abstract: This thesis analyzes the role of partner institutes of the Atlas Network in Argentina and Chile in the production, circulation, and legitimation of neoliberal ideas in Latin America. From a theoretical perspective, the study engages with the contributions of Antonio Gramsci and Pierre Bourdieu, mobilized as a way to problematize the often abstract use of categories such as ?interests? and ?classes? in part of the neo-Gramscian literature. The work is based on the hypothesis that institutes linked to the Atlas Network operate as institutional devices responsible for the production and circulation of symbolic capital, contributing to the legitimation of neoliberal agendas and to the expansion of the influence of certain agents within the intellectual, media, and political fields. Methodologically, the study involved the construction of a database containing biographical information on members and leaders of the institutes analyzed in Argentina and Chile, considering aspects such as academic background, professional trajectories, institutional affiliations, and participation in transnational networks. These data were systematized through tables, graphs, and social network analyses, in addition to the consultation of institutional documents and materials obtained through fieldwork conducted in the Atlas Network archives at the Hoover Institution. The research showed that partner institutes of the Atlas Network in Argentina and Chile operate as intellectual infrastructures aimed at the production, circulation, and legitimation of neoliberal ideas. These spaces articulate agents situated in the intellectual, media, economic, and political fields, converting transnational resources ? such as academic credentials, funding, institutional networks, and symbolic capital ? into instruments of influence in public debate and policy-making. By transforming certain economic principles into legitimate references in the public sphere, these networks contribute to making neoliberal-oriented projects politically viable within the state field. In this context, the rise of leaders such as Javier Milei in Argentina and José Antonio Kast in Chile can be understood as part of a broader social process associated with the consolidation of these institutional and intellectual networks in the region. |
