Abstract: A Convenção 190 da Organização Internacional do Trabalho (OIT), aprovada em 2019, é a primeira norma internacional voltada à eliminação da violência e do assédio no trabalho. Contudo, não é fruto somente de uma iniciativa da OIT, mas de uma luta histórica de ativistas há mais de três décadas contra a violência de gênero. Diante disso, chega-se ao seguinte problema de pesquisa: "De que maneira a rede transnacional de ativismo na agenda de violência de gênero no trabalho contribuiu para a criação da Convenção sobre Violência e Assédio (C190) da Organização Internacional do Trabalho (OIT)?". Parte-se do argumento de que houve a formação de uma rede transnacional de ativismo, composta por organizações não estatais, como ONGs e sindicatos, que estabeleceram alianças e se mobilizaram com o objetivo de pressionar o sistema tripartite da OIT, tanto pela criação da convenção quanto pela definição de seu conteúdo. A pesquisa analisa a atuação individual e conjunta em rede de três organizações com diferentes estruturas e níveis de representação: a International Trade Union Confederation (ITUC), a Women in Informal Employment: Globalizing and Organizing (WIEGO) e a International Domestic Workers Federation (IDWF). Trata-se de uma pesquisa de caráter qualitativo, utilizando técnicas de pesquisa documentais de fontes primárias e bibliográficas secundárias, que busca compreender as estratégias de atuação e identificar quais reivindicações da rede foram incorporadas na versão final da C190. As conclusões indicam que o contexto internacional do período de 2017 a 2019 abriu uma janela de oportunidades para que o sistema tripartite da OIT aceitasse avançar na discussão de uma nova norma internacional. Nesse cenário, a rede atuou como empreendedora normativa, desempenhando papel central para que suas reivindicações fossem parcialmente incorporadas ao texto final da Convenção 190 e da Recomendação 206.Abstract: International Labour Organization's (ILO) Convention 190, approved in 2019, is the first international instrument aimed at the elimination of violence and harassment in the world of work. However, it is not only the result of an ILO initiative, but also of activists' historical struggle for more than three decades against gender-based violence. Bearing this in mind, the following research question is advanced: "In what way has the transnational network advocacy in the gender-based violence at work agenda contributed to the creation of International Labour Organization's (ILO) Convention of Violence and Harassment (C190)?" The research starts from the argument that there was the formation of a transnational network advocacy, composed by non state organizations, such as NGOs and unions, which established alliances and mobilized themselves with the objective of pressing ILO?s tripartite system, both for the creation of the convention and for the definition of its content. The research analyzed individual and joint network action of three organizations with different structures and representation levels: International Trade Union Confederation (ITUC), Women in Informal Employment: Globalizing and Organizing (WIEGO), and International Domestic Workers Federation (IDWF). It is a qualitative character research, using primary source and secondary bibliographical documental research techniques, which seeks to comprehend the practice strategies and identify what network revindications were incorporated in C190?s final version. The conclusions indicate that the international context during the period from 2017 to 2019 opened an opportunity window so that ILO?s tripartite system would accept advancing in the discussion of a new international norm. In this scenario, the network has acted as a norm entrepreneur, performing the central role so that its revindications would be partially incorporated in Convention 190?s and Recommendation 206?s final text.
