Cooperação Técnica Sul-Sul brasileira para a África no setor cotonicultor (2008-2021): o projeto BRA/12/002 e a atuação da Embrapa

Abstract

Neste trabalho o principal objetivo foi identificar os fatores que levaram a desmobilização da Embrapa do Projeto de cooperação técnica cotonícola bilateral com países africanos BRA/12/002 e, ao mesmo tempo, compreender a continuidade do projeto de cooperação, apesar dessa retração. Em termos metodológicos, trata-se de uma pesquisa qualitativa com a finalidade de descrever e explicar o objeto de estudo, utilizando-se das técnicas de: análise de documentos (fontes primárias); entrevistas; revisão bibliográfica (fontes secundárias e terciárias). Para realizar este propósito, conjugou-se o arcabouço das teorias de Análise de Política Externa, Análise de Políticas Públicas e da Administração, na segunda seção. Na terceira seção, analisou-se as mudanças na política externa brasileira (2003-2021), quanto à cooperação técnica e a política externa para o continente africano, e realizou-se um histórico da cooperação cotonícola com os países africanos (2005-2023). Na quarta, analisou-se a estrutura do projeto guarda-chuva BRA/12/002, com foco no Instituto Brasileiro do Algodão (IBA), ABC e PNUD, observando a ampliação das instituições brasileiras implementadoras e a concentração em Minas Gerais. Na quinta seção, referente à Embrapa, examinou-se, em 5 fases, as mudanças da CSS/CTSS na agenda da Empresa; e na seção relativa a Unidade Descentralizada Embrapa Algodão, traçou-se, igualmente, a indução e a retração nos projetos de cooperação algodoeira, estabelecendo os fatores para a retração. Em termos gerais, a indução para a participação da Embrapa na CTSS brasileira é restrita ao governo Lula da Silva, ao findar deste, a reavaliação da cooperação internacional da Empresa (aprendizado estratégico) e a reorientação da PEB, conduzem a desmobilização da vertente de CTSS (estrutura e organização). Em termos específicos, as novas orientações internas, conjugada com a ampliação da pauta da cooperação algodoeira pelo governo federal, conduzem a retração da participação da UD Embrapa Algodão na cooperação com países africanos. No que concerne a continuidade do projeto, conclui-se que distintos interesses (objetivos) das unidades internas do MRE, Agência Brasileira de Cooperação e Coordenação-Geral de Contenciosos (CGC), em estratégias não planejadas ou articuladas, conduziriam a continuidade do projeto, apesar da retração da Embrapa.

Abstract: The objective of this work was to identify the factors that led to Embrapa's demobilization of the bilateral cotton technical cooperation BRA/12/002 project with African countries and, at the same time, to understand the continuity of the cooperation project, despite this retraction. In methodological terms, this is qualitative research with the purpose of describing and explaining the object of study, using the following techniques: document analysis (primary sources); interviews; bibliographic review (secondary and tertiary sources). To achieve this purpose, the framework of theories of Foreign Policy Analysis, Public Policy Analysis and Administration was combined in the first chapter. In the second chapter, changes in Brazilian foreign policy (2003-2021) were analyzed regarding technical cooperation and foreign policy for the African continent, and a history of cotton cooperation with African countries was provided (2005-2023). In the third, the structure of the BRA/12/002 umbrella project was analyzed, focusing on the Brazilian Cotton Institute (IBA), ABC and UNDP, observing the expansion of Brazilian implementing institutions and the concentration in Minas Gerais (Brazil). In the fourth chapter, referring to Embrapa, the changes in SSC/SSCT on the Company's agenda were examined in 5 phases; and in the section related to the Embrapa Cotton Decentralized Unit, the induction and retraction in cotton cooperation projects were outlined, establishing the factors for the retraction. In general terms, the induction for Embrapa's participation in the Brazilian SSTC is restricted to the Lula da Silva government. At the end of this government, the reassessment of the Company's international cooperation (strategic learning) and the reorientation of the Brazilian foreign policy led to the demobilization of the SSTC aspect (structure and organization). In specific terms, the new internal guidelines, combined with the expansion of the cotton cooperation agenda by the federal government, lead to the reduction of UD Embrapa Algodão's participation in cooperation with African countries. Regarding the continuity of the project, it is concluded that different interests (objectives) of the internal units of the MRE, Brazilian Cooperation Agency and General Coordination of Litigation (CGC), in unplanned or articulated strategies, would lead to the continuity of the project, despite Embrapa's withdrawal.
