Plano institucional de internacionalização da UFSC (2018): uma análise pela lente dos criticial internationalization studies

Abstract

A presente pesquisa se propõe a analisar o processo de internacionalização da UFSC e o alinhamento com seu Plano Institucional de Internacionalização (2018), sob as lentes dos Estudo Críticos de internacionalização da educação superior. Considerando as recentes discussões a respeito de uma nova Política de Internacionalização para a IES, o trabalho visa contribuir para revisões e elaborações de documentos desta natureza em instituições de ensino superior. Desta forma, buscaremos responder de que forma o Plano Institucional de Internacionalização da UFSC (2018), e seus objetivos específicos, estão alinhados com as ideias defendidas pelos estudos críticos sobre a internacionalização. Para tal, definimos como objetivos específicos do trabalho (i) analisar os objetivos específicos previstos no PII da UFSC e de que forma estes foram (ou não) alcançados; (ii) identificar e descrever ações para revisões ao plano apresentado em 2018; (iii) sugerir, com base na literatura dos critical internationalization studies, questões a serem consideradas durante o desenvolvimento do novo plano institucional de internacionalização da instituição. Como procedimento metodológico, optamos por uma pesquisa de abordagem qualitativa e exploratória, tendo a busca por fontes teórico-bibliográficas sido orientada pelo Protocolo de Revisão Sistemática de Literatura (RSL). Uma vez definidos os documentos institucionais a serem avaliados, e tendo estabelecido o framework teórico que orientou tal análise, foi possível constatar o caráter instrumental do PII (2018) da UFSC, tendo este sido construído para atender as demandas do programa CAPES-PrInt. Além disso, identificamos também um distanciamento entre alguns de seus objetivos específicos e os questionamentos levantados pelos critical internationalization studies, bem como a necessidade de maior clareza na construção destes objetivos e de que forma se pretende alcançá-los. Por fim, reconhecendo as dificuldades de promover a internacionalização em um cenário de instabilidade financeira e política, sugerimos para revisões e planos futuros que sejam incluídos mecanismos para acompanhar os objetivos e os indicadores da internacionalização, bem como a incorporação de novas frentes e perspectivas como a internacionalização forçada.

Abstract: This research aims to analyze UFSC?s internationalization process and its alignment with its Institutional Plan of Internationalization (IPI) (2018), through the lenses of the critical internationalization studies. Due to recent discussions in regards to a new Internationalization Policy for the university, this research seeks to contribute for future revisions as well as new documents elaborated with the same purpose at institutions of higher education. Therefore, I will try to answer how aligned are the IPI published in 2018 and its specific goals with the ideas put forth by the critical internationalization studies. To do so, three specific goals were established: (i) analyze the specific goals of UFSC?s IPI (2018) and if they were (or not) achieved; (ii) identify and describe actions to revise the plan created in 2018 and; (iii) suggest, based in the literature of the critical internationalization studies, topics to be considered during the development of future plans for internationalization at the institution. The methodological procedures used in this research can be characterized as a qualitative and exploratory approach, making use of a protocol for a systematic review of the literature to gather the theoretical-bibliographical sources. Once stablished the documents to be studied and a framework that would guide the analysis, we were able to confirm the instrumental aspect of UFSC?s IPI (2018), given that this was created to meet a requirement for the CAPES-PrInt program. Beyond this, we could also identify a disconnection between the specific goals of the IPI (2018) and the questions raised by the critical internationalization studies, as well as the need for more clarity in the establishment of these goals and the means through which the university aspires to achieve them. Finally, acknowledging the difficulties to promote the internationalization in a scenario with such financial and political instability, we suggest the inclusion of mechanisms to monitor the goals and the indicators related to the internationalization process of the university, as well as the incorporation of new perspectives and trends such as forced internationalization, given its impact in the academic community as a whole.
