Associações privadas no Conselho Municipal de Educação de Florianópolis: implicações para a educação pública e a gestão democrática

Abstract

Esta dissertação se propôs a analisar a introdução da representação do setor privado empresarial na composição do Conselho Municipal de Educação de Florianópolis (CMEF), observando a sua relação com as ações, os posicionamentos e as deliberações do órgão. Dessa forma, foram definidos os seguintes objetivos específicos: conhecer a produção acadêmica sobre o CMEF, o empresariamento e a privatização; analisar os aspectos legais e políticos que estão associados à mudança na composição do Conselho em benefício da maior participação do setor empresarial; examinar os documentos produzidos pelas novas representações do CMEF, a fim de verificar suas conexões com a educação; e comparar as ações, os posicionamentos e as deliberações do CMEF de 2017 a 2022, depois da inclusão do setor privado empresarial na representação, para observar se a presença do setor privado pode ser percebida nas decisões do órgão. Inicialmente, foi realizado o balanço de literatura, com levantamento realizado a partir dos temas Conselho Municipal de Educação, fundo público, privatização na educação, empresariamento na educação, parceria público-privada e controle social. Foram selecionados 32 textos, publicados entre 2004 e 2021. A pesquisa é caracterizada como qualitativa e enquadra-se no materialismo histórico-dialético. Possui como principal embasamento teórico as obras de Gramsci (2000, 2004, 2012), Fontes (2010, 2020) e Peroni (2009, 2015, 2018, 2020). Para realização da análise documental, foram usadas atas e pautas das sessões do CMEF de 2017 a 2022, totalizando 214 documentos, três leis do município de Florianópolis, quatro resoluções do CMEF e os 16 sites institucionais das novas representações. Como técnica de análise, foi empregada a análise do discurso. Os resultados indicam que o processo de alteração da composição do CMEF foi controverso e suscitou diversos movimentos de resistência por parte da sociedade. O governo utilizou as estratégias possíveis para aprovar o PL de forma autoritária e sem diálogo com a comunidade escolar e o Conselho. Embora tenha existido um movimento de resistência, não foi o suficiente para barrar a mudança, resultando em um CMEF fortemente amarrado com setores empresariais de Florianópolis, que visam disseminar seu discurso hegemônico e direcionar a política pública municipal para o que compreendem como necessário à manutenção da cidade. Conclui-se que o CMEF teve sua força política diluída com as alterações, bem como seu caráter combativo acabou por neutralizado, com clara perda da autonomia em favor dos interesses da Prefeitura Municipal e das novas entidades que passaram a fazer parte de sua composição.

Abstract: This dissertation set out to analyze the introduction of representation from the private business sector in the composition of the CME in Florianópolis, observing its relationship with the actions, positions and deliberations of the body. In this way, the specific objectives were defined: to learn about the academic production on the Municipal Education Council, Entrepreneurship and Privatization; to analyze the legal and political aspects associated with the change in the composition of the council in favor of greater participation by the business sector; to examine the documents produced by the new CMEF representations in order to verify their connections with Education; and to compare the actions, positions and deliberations of the CME carried out from 2017 to 2022 after the inclusion of the private business sector in the representation, in order to observe whether the presence of the private sector can be perceived in the decisions of the CMEF. Initially, a literature review was carried out using the themes Municipal Education Council, Public Funds, Privatization in Education, Entrepreneurship in Education, Public-Private Partnership and Social Control. 32 texts published between 2004 and 2021 were selected. The research is characterized as qualitative and falls within the framework of historical-dialectical materialism. Its main theoretical basis are the works of Gramsci (2000, 2004, 2012), Fontes (2010, 2020) and Peroni (2009, 2015, 2018, 2020). The documentary analysis used the minutes and agendas of the CMEF sessions from 2017 to 2022, totaling 214 documents. three laws of the municipality of Florianópolis, four resolutions of the CMEF and the 16 institutional websites of the new representations. Discourse analysis was used as the analysis technique. The results indicate that the process of changing the composition of the CMEF was controversial and provoked various resistance movements from society. The government used all possible strategies to approve the bill in an authoritarian manner and without dialog with the school community and the Council. Although there was a resistance movement, it wasn't enough to stop the change, resulting in a CMEF strongly tied to Florianópolis' business sectors, which aim to disseminate their hegemonic discourse and direct public policy in Florianópolis towards what they see as necessary to maintain the city. The conclusion is that the CMEF's political strength has been diluted by the changes, as well as its combative character neutralized and the loss of autonomy to the detriment of the interests of the City Hall and the new entities that have become part of its composition.
