Os grêmios estudantis na rede municipal de ensino de Florianópolis: perspectivas contemporâneas sobre o movimento estudantil

Abstract

Este estudo se embasa na problematização parametrizada pela pergunta de pesquisa ?Como se constituem e atuam os grêmios estudantis em escolas básicas da Rede Municipal de Ensino de Florianópolis??. Diante disto, são objetivos de pesquisa: Discutir a constituição do movimento estudantil em unidades de Educação Básica da Rede Municipal de Ensino de Florianópolis; Analisar as formas de atuação dos estudantes no movimento estudantil em unidades do Ensino Fundamental da rede municipal de Ensino de Florianópolis; Avaliar os impactos da atuação dos grêmios estudantis na formação desses sujeitos e na gestão escolar. Quanto à metodologia, a pesquisa se vincula à História das Instituições Escolares, sendo desenvolvida em duas unidades: Escola Básica Municipal Osmar Cunha e Escola Básica Municipal Tapera - Escola do Futuro. Foram utilizadas como técnicas de pesquisa: a análise documental; grupos focais com estudantes e com adultos da comunidade escolar; memorial descritivo. O corpus documental constituído pela pesquisa foi analisado mediante a Análise de Conteúdo (BARDIN, 1977), da qual emergiram quatro categorias: participação política, representação política, comunicação e melhora. Os resultados apontam críticas aos discursos e práticas quanto à constituição do movimento estudantil no Ensino Fundamental e às formas de atuação dos estudantes que, segundo a pesquisa documental e as perspectivas que emergiram nos grupos focais estão embasadas na formação de um imaginário de transformação mediante uma certa forma de protagonismo estudantil, de promoção de autonomia que oscila entre a sua promoção e as perspectivas de tutela, acompanhamento e controle dos sujeitos adultos e de participação democrática, que são orientadas pelo ideário neoliberal. Concluímos que há a necessidade de discutir a empatia, a dialogicidade, o fundamento ético e a promoção da autonomia e emancipação dos sujeitos presentes nas políticas relativas ao movimento estudantil no Ensino Fundamental, de modo a compreender a dinâmica histórica que vem sendo produzida.

Abstract: This study is based on the problematization parameterized by the research question: ?How are student unions constituted and operated in basic schools of Florianópolis' Municipal Education Network??. Therefore, the research objectives are: To discuss the constitution of the student movement in Basic Education units of Florianópolis' Municipal Education Network; To analyze the ways in which students act in the student movement in Elementary School units of Florianópolis' Municipal Education Network; Evaluate the impacts of student unions' activities on the training of these subjects and on school management. As for the methodology, the research is linked to the History of School Institutions, being developed in two units: Escola Básica Municipal Osmar Cunha and Escola Básica Municipal Tapera - Escola do Futuro. The following research techniques were used: documental analysis; focal groups with students and adults from the school community; descriptive memorial. The documentary corpus constituted by the research was analyzed using Content Analysis (BARDIN, 1977), from which four categories emerged: political participation, political representation, communication, and improvement. The results point to criticisms of the discourses and practices regarding the constitution of the student movement in Elementary School and the ways in which students act, which, according to documentary research and the perspectives that emerged in the focal groups, are based on the formation of an imaginary of transformation through a certain form of student protagonism, of promoting autonomy that oscillates between its promotion and the perspectives of guardianship, monitoring and control of adult subjects and of democratic participation, which are guided by neoliberal ideas. We conclude that there is a need to discuss empathy, dialogicity, the ethical foundation and the promotion of autonomy and emancipation of the subjects present in policies related to the student movement in Elementary Education to understand the historical dynamics that have been produced.
