Implementação da disciplina Educação Moral Religiosa Católica no sistema de ensino e o processo de secularização em Cabo Verde

Abstract

Em 2013 Cabo Verde assinou um Acordo Jurídico com a Santa Sé. Nesse Acordo foi estipulado que a disciplina Educação Moral Religiosa Católica deverá ser implementada, em regime facultativo, nas escolas públicas do país. Neste trabalho temos o propósito de compreender o processo de secularização em Cabo Verde a partir da análise do movimento que visa a instituição dessa disciplina no sistema público de ensino. Mobilizamos o conceito de secularização em Max Weber e em Giacomo Marramao. Entendemos secularização como um projeto das sociedades modernas. Ela é compreendida como a diferenciação funcional entre a esfera religiosa e a política. Sendo um projeto, é um fenômeno que está em disputa, não sendo, por isso, um fato dado. Neste trabalho nos valemos de documentos oficiais que nos permitiram analisar de que modo se dá no plano jurídico a relação entre a Igreja e o Estado em Cabo Verde. Além da análise documental, efetuamos entrevistas com agentes protagonistas do processo de implementação dessa disciplina. Escolhemos quatro profissionais de uma instituição de ensino, um eclesiástico e uma funcionária do Ministério da Educação e Desporto. Através das entrevistas elencamos algumas categorias de análise. São elas: a relação entre Cabo Verde e a Igreja Católica; o sistema de ensino em Cabo Verde e a religião; particularidades da disciplina Educação Moral Religiosa Católica; os seus objetivos; a avaliação vigente na referida disciplina; e, por fim, os futuros desafios da mesma. Essas categorias de análise nos permitiram analisar a relação histórica entre Cabo Verde e a Igreja Católica, em que ela se dá desde a chegada dos Portugueses no arquipélago. Isso nos ajudou a entender a força que essa confissão religiosa tem ainda hoje no arquipélago. Quanto as suas particularidades, nos chamou atenção as características que o docente deve possuir. Por um lado, tem de cumprir requisitos estabelecidos pelo Estado e, por outro, tem de estar dentro dos moldes exigidos pela Igreja Católica, como possuir especialização em alguma área religiosa, assim como viver de acordo com os dogmas dessa confissão religiosa. Por isso, ao longo do texto afirmamos que esse docente se encontra em um entre-lugar, entre o laico e o sagrado. Quanto aos objetivos da disciplina, podemos dizer que estão relacionados com a transmissão de valores. Referem-se a valores católicos, mas percebemos também uma preocupação com o respeito a diversidade religiosa existente. A avaliação se dá de diversos modos, entre eles encontramos provas escritas e trabalhos. No entanto, por se tratar de uma disciplina com o propósito de transmitir valores, a avaliação tem também em conta as atitudes dos alunos no recinto escolar. Entre os desafios que a disciplina terá de enfrentar, podemos elencar a legislação que segundo os entrevistados ainda é insuficiente, a formação dos professores e a expansão da disciplina para o sistema público de ensino. Este é um processo que está em andamento e, por isso, não se sabe como será o seu desfecho, esta depende da dimensão política e da cultural. Este trabalho nos permitiu perceber que em Cabo Verde o processo de secularização se dá em meio a um regime de pactuação entre o Estado e a Igreja Católica. Isto é, reitera-se a separação entre a Igreja e o Estado, mas em determinadas situações, como o caso aqui pesquisado, não se escusam de desenvolver um trabalho em conjunto.

Abstract : In 2013 Cape Verde signed a Legal Agreement with Santa Fe. In this agreement it was stipulated that Moral Religious Catholic Education should be implemented as a subject in the countries public schools on a facultative adhesion basis. With this project we have the purpose on understanding the process of secularization in Cape Verde from the analysis of the movement that aims to establish this subject in the public school system. We mobilized the concept of secularization in Max Weber and in Giacomo Marramao. We understand secularization as a project that comes from Modern Societies. It is understood as the functional differentiation between the religious and political spheres. By being a project, it is a phenomenon that is still in dispute, not being, because of that, a given fact. In this project we were able to use official documents that allowed us to analyze the way things work in the judicial system regarding the connection between the Church and the State in Cape Verde. Besides the documental analysis, we conducted interviews with the ones responsible for the implementation of this potential subject in schools. We chose four professionals from a teaching institution, an ecclesiastic and an employee of the Ministry of Education and Sports. Through these interviews we listed a few categories for analysis, which are: the connection between Cape Verde and the Catholic Church; the school system in Cape Verde and religion; particularities of the Moral Religious Catholic Education; its goals; the current evaluation system of the referred subject; and, finally, its future challenges. These analyzed categories allowed us to understand the historical connection between Cape Verde and the Catholic Church, which started with the arrival of the Portuguese at the archipelago. This helped us understand the strength that this religious belief still has in the archipelago today. Regarding its particularities, what caught our attention were the characteristics that the teacher must possess. On one hand, this person has to fulfill the requirements established by the state, and, on the other hand, this person has to fit the norms required by the Catholic Church, such as holding a specialization in some religious area, and also live according to the dogmas of this professed religion. That?s why, throughout the text we affirmed that this potential teacher will be standing in a middle ground, between the secular and the sacred. Regarding the goals of this potential school subject, we can say that they are related to the conveyance of values. These values are in connection to catholic values, but we also notice that there are worries about the existing religious diversity. The subject?s evaluation system will be applied with different methods; among them we find written tests and school projects. However, because this is a school subject that has the purpose of conveying values, the evaluation process also has to take in to account the behavior of the students in the school grounds. Among the challenges that this school subject will have to face, we can list the legislation that according to the interviewees is still insufficient, the academic training of the teachers and the expansion of this potential school subject throughout the public system. This is still an ongoing process and, because of that, there is still no way to predict its outcome, it is dependent on the political and cultural dimension. This paper has allowed us to perceive that in Cape Verde the process of secularization is happening in the midst of a process of accordance between the State and the Catholic Church. In other words, the separation of church and state is confirmed, but in certain situations, they don?t excuse themselves from developing projects as a team.
