Esta dissertação investiga, sob perspectiva interdisciplinar que articula Relações Internacionais e Política Linguística, como as línguas operam como recursos de soft power no sistema internacional contemporâneo e quais dispositivos institucionais materializam essa projeção. A integração entre os dois campos constitui contribuição metodológica central do trabalho: mobiliza-se o aparato ontológico e epistemológico das Relações Internacionais ? particularmente as noções de regime internacional (Krasner, 1982; Haas, 1992) e de soft power (Nye, 1990; 2004) ? em diálogo com os conceitos estruturantes da Política Linguística, com destaque para o poder simbólico das línguas (Bourdieu, 1977; 1991), o mercado linguístico (Calvet, 2002b; Oliveira, 2010) e o modelo galáctico de hierarquia das línguas (Calvet, 2006), que organiza o sistema mundial em torno de línguas hipercentrais, supercentrais, centrais e periféricas. Sustenta-se que essa hierarquia é produto histórico do processo de colonização, que instituiu a política linguística moderna como prática de governo da diversidade ao impor línguas metropolitanas, gramatizar vernáculos e estabilizar fronteiras políticas que reorganizaram a teia das línguas. Os institutos culturais nacionais são compreendidos, neste quadro, como agentes de política linguística externa que materializam, em escala internacional, decisões de planejamento de status, corpus e aquisição, articulando ensino, certificação, redes acadêmicas, programação cultural e presença geopolítica territorial-digital. A partir de abordagem qualitativa, documental e comparativa, examinaram-se sete institutos ? Aliança Francesa, British Council, Instituto Goethe, Instituto Cervantes, Camões I.P., Instituto Confúcio e a arquitetura dual sul-coreana Centro Cultural Coreano e Instituto Rei Sejong ? e, em foco analítico privilegiado, o Instituto Guimarães Rosa, criado em 2022 no âmbito do Ministério das Relações Exteriores como rede oficial brasileira de promoção do português. Os resultados indicam que a centralidade internacional de uma língua depende menos do volume demográfico de falantes do que da densidade institucional capaz de sustentar métricas, certificações, parcerias acadêmicas e continuidade orçamentária ? isto é, da capacidade de converter língua em infraestrutura cumulativa de poder simbólico. No caso brasileiro, a análise evidencia trajetória de oito décadas marcada por fragmentação institucional, descontinuidades cíclicas e dependência administrativa (Diniz, 2008; 2020; Mendes, 2019; Tavares, 2025), parcialmente mitigada pela unificação simbólica sob a marca Instituto Guimarães Rosa, mas ainda limitada pela ausência de personalidade jurídica própria, pela inexistência de programa de bolsas articulado e pela estagnação da rede física. Conclui-se que organizar a projeção da língua é organizar as condições de participação no regime internacional linguístico: a governança internacional das línguas integra a arquitetura contemporânea do poder e reproduz, por meios simbólicos e institucionais, as hierarquias do sistema internacional ? e o reposicionamento do Brasil nesse regime exige a conversão da política linguística externa em política de Estado, com horizonte cumulativo e arquitetura institucional adequada à escala da ambição que o país projeta para si. Abstract: This dissertation investigates, from an interdisciplinary perspective that articulates International Relations and Language Policy, how languages operate as soft power resources in the contemporary international system and which institutional devices materialize such projection. The integration between the two fields constitutes the central methodological contribution of this work, which mobilizes the ontological and epistemological apparatus of International Relations ? particularly the notions of international regime (Krasner, 1982; Haas, 1992) and soft power (Nye, 1990; 2004) ? in dialogue with the structuring concepts of Language Policy, with emphasis on the symbolic power of languages (Bourdieu, 1977; 1991), the linguistic market (Calvet, 2002b; Oliveira, 2010), and the galactic model of language hierarchy (Calvet, 2006), which organizes the world system around hypercentral, supercentral, central, and peripheral languages. I argue that this hierarchy constitutes a historical product of the colonization process, which instituted modern language policy as a practice of governing diversity by imposing metropolitan languages, grammatizing vernaculars, and stabilizing political borders that reorganized the web of languages. Within this framework, national cultural institutes operate as agents of external language policy that materialize, on an international scale, decisions of status, corpus, and acquisition planning, articulating teaching, certification, academic networks, cultural programming, and territorial-digital geopolitical presence. Drawing on a qualitative, documentary, and comparative approach, I examine seven institutes ? Alliance Française, British Council, Goethe-Institut, Cervantes Institute, Camões I.P., Confucius Institute, and the South Korean dual architecture Korean Cultural Center and King Sejong Institute ? and, as the privileged analytical focus, the Guimarães Rosa Institute, which the Brazilian Ministry of Foreign Affairs established in 2022 as the country?s official network for the promotion of Portuguese. The findings indicate that a language?s international centrality depends less on the demographic volume of speakers than on the institutional density capable of sustaining metrics, certifications, academic partnerships, and budgetary continuity ? that is, on the capacity to convert language into a cumulative symbolic infrastructure of power. In the Brazilian case, the analysis reveals an eight-decade trajectory in which institutional fragmentation, cyclical discontinuities, and administrative dependency structure the external language policy (Diniz, 2008; 2020; Mendes, 2019; Tavares, 2025); the symbolic unification under the Instituto Guimarães Rosa brand partially mitigates this scenario, although the absence of distinct legal personality, the lack of an articulated scholarship program, and the stagnation of the physical network still constrain its reach. I conclude that organizing the projection of a language means organizing the conditions of participation in the international linguistic regime: the international governance of languages forms part of the contemporary architecture of power and reproduces, through symbolic and institutional means, the hierarchies of the international system ? and Brazil?s repositioning within this regime requires the conversion of its external language policy into a sustained state policy, with a cumulative horizon and an institutional architecture commensurate with the scale of the ambition the country projects for itself. |
