Impactos dos investimentos em infraestruturas de transportes em Santa Catarina

Abstract

A partir da formação socioespacial e da diversificação econômica regional do Estado de Santa Catarina são analisados os investimentos nas infraestruturas de transportes, com base nas políticas implementadas em nível nacional. A investigação dos aportes efetuados pelos governos federal e estadual compreende o período mais preciso entre 1994 a 2014. Os investimentos crescentes não foram suficientes para promover a ampliação para os demais modais, prevalecendo o rodoviário com aportes acima dos 90%. A pesquisa baseou-se em análises quantitativas de dados e posterior espacialização dos resultados. Constatou-se que, por mais que as infraestruturas de transportes estejam instaladas e disponibilizadas, isso não significa que elas possuam fluxos regulares, boas condições e que estejam integradas. O resultado mostra que apesar do aumento quantitativo dos investimentos públicos, sobretudo após 2007, há disparidades entre as regiões, e isso influencia no desenvolvimento econômico e social local. Os impactos desse aumento, em que pese insuficientes, foram sentidos na ampliação dos fluxos, no auxilio para ampliar o dinamismo econômico já existente e comungado com outros fatores, foi essencial para ampliar a capacidade de produção e aumentar a produtividade.

Abstract: From the socio-spatial formation and the regional economic diversification of the State of Santa Catarina, investments in transport infrastructures are analyzed, based on policies implemented at the national level. The investigation of the contributions made by the federal and state governments comprises the most precise period between 1994 and 2014. The increasing investments were not enough to promote the expansion to the other modalities, prevailing the highway with contributions above 90%. The research was based on quantitative data analysis and subsequent spatialization of the results. It has been found that, although transport infrastructures are installed and made available, this does not mean that they have regular flows, good conditions and are integrated. The result shows that despite the quantitative increase in public investment, especially after 2007, there are disparities between regions, and this influences local economic and social development. The impacts of this increase, however insufficient, were felt in the expansion of the flows, in order to increase the economic dynamism already existing and shared with other factors, it was essential to increase production capacity and increase productivity.
