Enquadramento de instrumentos de governança dos serviços de esgotamento sanitário no arquétipo de governança: análise de municípios da região sul do Brasil

Abstract

O presente trabalho analisa os instrumentos de governança do esgotamento sanitário em seis municípios da Região Sul do Brasil: Florianópolis, Blumenau, Curitiba, Cascavel, Porto Alegre e Pelotas. A seleção destes municípios, que possuem diferentes contingentes populacionais e modelos de prestação de serviço (pública, estadual e privada), permitiu a análise de suas distintas configurações institucionais. O objetivo central da pesquisa é analisar e enquadrar como os instrumentos de governança (leis, decretos e planos) destes municípios se distribuem no arquétipo de governança do esgotamento sanitário. A pesquisa, de natureza mista e caráter exploratório-descritivo, utilizou análise documental para classificar os instrumentos. Os resultados indicam que a governança municipal está focada no planejamento: embora todos os municípios apresentem instrumentos consolidados no mecanismo estratégia do arquétipo, persistem fragilidades significativas nos instrumentos classificados nos mecanismos de controle e liderança. A participação social está institucionalizada, mas a abordagem para sistemas descentralizados ainda depende da capacidade institucional local. Conclui-se que a eficácia da governança para a universalização varia, sendo que a distribuição dos instrumentos no arquétipo é influenciada pelo modelo de prestação de serviço adotado e pela contingência populacional.

This work analyses the governance instruments for sanitary sewage in six municipalities in the Southern Region of Brazil: Florianópolis, Blumenau, Curitiba, Cascavel, Porto Alegre, and Pelotas. The selection of these municipalities, which have different population sizes and service provision models (public, state, and private), allowed for the analysis of their distinct institutional configurations. The central objective of the research is to analyse and frame how the governance instruments (laws, decrees, and plans) of these municipalities are distributed in the archetype of sanitary sewage governance. The research, of a mixed nature and exploratory-descriptive character, used documentary analysis to classify the instruments. The results indicate that municipal governance is focused on planning: although all municipalities present consolidated instruments in the strategy mechanism of the archetype, significant fragilities persist in the instruments classified in the control and leadership mechanisms. Social participation is institutionalized, but the approach to decentralized systems still depends on local institutional capacity. It is concluded that the effectiveness of governance for universalization varies, and that the distribution of instruments in the archetype is influenced by the adopted service provision model and population contingency.
