Método de identificação de padrões em discurso político a partir da descoberta de conhecimento

Abstract

Saber sobre o que é falado e sobre quem fala em nome da democracia possibilita reflexões importantes à evolução da sociedade. Os discursos parlamentares são importantes fontes de dados nesse sentido. Entretanto, a forma como são registrados e disponibilizados dificulta a geração de informações essenciais à construção e disseminação do conhecimento sobre temas relevantes e atores envolvidos. Essa pesquisa, conduzida pela metodologia de Design Science Research, objetivou desenvolver um método de identificação e representação de padrões em discursos políticos por intermédio do processo de descoberta de conhecimento em texto (KDT), o qual conta com cinco etapas que partem desde as fontes de discursos, extração e pré-processamento, repositório de discursos, mineração de texto, até a apresentação das informações e interação disponível aos interessados, seja o cidadão, o cientista político ou outros estudiosos interessados no assunto. Para tal, foi desenvolvido um protótipo a partir do método proposto e aplicado em um cenário parlamentar real numa Assembleia Legislativa brasileira. A partir da análise de 216 atas de seções plenárias ordinárias e extraordinárias e 1.650 discursos parlamentares, foi possível demonstrar agrupamentos de discursos por temas. Tais agrupamentos foram gerados automaticamente, evidenciando quais os principais assuntos tratados no Parlamento, permitindo, inclusive, em cada discurso selecionado, identificar múltiplas informações mediante agregação de dimensões ao discurso, por exemplo, quem, quando, onde, porquê, por quanto e como. Dentre as contribuições deste trabalho na aplicação do método proposto, foi possível evidenciar a variação de agendas políticas entre legislaturas do parlamento estudado. Os temas agrupados de maneira automatizada pelo uso do método proposto, a partir de uma massa de dados não estruturados (discursos políticos), foram condizentes com o momento político, como por exemplo, o período pré-eleitoral e, também, com o início de uma nova legislatura. Outra importante constatação advém das evidências apontadas pelas redes e clusters formados demonstrando a consonância de agendas políticas sobre temas específicos. Demonstrando, inclusive, que parlamentares de ideologias políticas divergentes compartilhando as mesmas temáticas, entretanto, ao adentrar na análise dos textos, são observados os diferentes pontos de vista.

Abstract: Knowing about what is said and about who speaks in the name of democracy enables important reflections on the evolution of society. Parliamentary speeches are important sources of data in this regard, however the way they are recorded and made available makes it difficult to generate essential information for the construction and dissemination of knowledge on relevant topics and actors involved. This research, conducted by the Design Science Research methodology, aimed to develop a method of identification and representation of patterns in political discourses through the knowledge discovery in text (KDT), which has five steps that start from the sources of speeches, extraction and pre-processing, speech repository, text mining, even the presentation of information and interaction available to interested parties, citizen, political scientist or other scholars interested in the subject. A prototype was developed from this method and applied in a real parliamentary setting in a Brazilian Legislative Assembly. From the analysis of 216 minutes of ordinary and extraordinary plenary sessions and 1.650 parliamentary speeches, it was possible to demonstrate groupings of speeches by theme. Such groupings were automatically generated, highlighting which were the main issues dealt with in Parliament, allowing the identification of who, when, where, why, how much and how many. Among the contributions of this work in the application of the proposed method, it was possible to evidence the variation of political agendas between legislatures of the studied parliament. The topics grouped in an automated manner using the proposed method, from a mass of unstructured data (political speeches), were consistent with the political moment, such as the pre-election period and, also, with the beginning of a new legislature. Another important finding was the consonance of political agendas on specific themes based on the evidence pointed out by the networks and clusters formed. Demonstrating, even, parliamentarians of divergent political ideologies sharing the same themes, however, when entering the analysis of the texts, the different points of view are observed.
