White hourly rate is a tariff modality available to low-voltage consumers, such as residential,
rural, industrial, commercial and others. The cost of energy is different for each hour post
(point, intermediate and outside point) defined by ANEEL for each electric power distributor.
The present study constitutes a review of the specific literature in order to survey and present
works developed within the scope of the white hourly rate, in particular the cases when it is
advantageous and its combination with other solutions to save energy costs. A search was
carried out based on keywords in databases of the Federal University of Santa Catarina.
Eighteen studies published between 2013 and 2019 were analyzed. The studies evaluated the
economic and financial impact of the migration to the white hourly rate for consumers,
electric power distributors and society. The residential group was massively studied. The
savings range from zero to 14%, but with no educational devices and changing habits, they
might be considered negligible by the consumer. For self-generation associated with the white
hourly rate, the cost for the acquisition and operation of the equipment is accounted for, so
they present a lower return compared to the conventional rate. The impact of the white hourly
rate on the electric power distributors income may be negative, although it is a solution to
reduce demand during peak hours, in order to avoid investments with network expansion. |
