Uma análise da instrumentalidade do serviço social: desnudando os relatórios de desligamento dos paefis de Florianópolis

Abstract

Nesse estudo buscou-se identificar e analisar particularidades do Serviço Social através dos relatórios de desligamento elaborados por equipe de referência interdisciplinar dos serviços de Proteção e Atendimento Especializado a Famílias e Indivíduos-Paefi de Florianópolis. O Paefi é um serviço da proteção social especial do Sistema Único de Assistência Social-SUAS, que tem como objetivo o atendimento a famílias e indivíduos em situação de risco e violação de direitos. No cotidiano de trabalho do Paefi uma das ações desenvolvidas pelas equipes de referência são os relatórios de desligamento. Esse instrumental representa uma sistematização do processo interventivo e visa informar sobre o encerramento da família do acompanhamento familiar e assegurar direitos. Por tratar-se de um instrumental de elaboração conjunta com a Psicologia, e diante da compreensão de que é pela linguagem que o profissional evidencia a perspectiva teórica que dá o direcionamento à intervenção, revelando racionalidades, que surgiu o interesse pelo estudo da instrumentalidade do Serviço Social. A escolha desse objeto de pesquisa foi motivada pela experiência profissional dessa acadêmica e pelo entendimento do qual se parte sobre o instrumental técnico dos relatórios, ou seja, que se constituem em meios que possibilitam a avaliação da intervenção, a racionalização do tempo e o direcionamento ético do trabalho. Entende-se que é pela linguagem que a instrumentalidade do Serviço Social se concretiza, instrumentalidade que está diretamente relacionada ao projeto societário ao qual o profissional se vincula. Nessa perspectiva, toda a prática imprime uma ideologia, um direcionamento teórico-metodológico. Diante dessa interpretação, infere-se que o relatório constitui-se em um instrumental, enquanto que a linguagem manifesta a instrumentalidade e as racionalidades subjacentes a ela. Procurou-se discutir os relatórios, decodificar o seu conteúdo e pensar a intervenção profissional do Serviço Social e das equipes de referência do Paefi, sob a perspectiva crítica. Trata-se de pesquisa qualitativa, de natureza documental, com o universo constituído por 7 (sete) relatórios de desligamento e cuja técnica de pesquisa empregada para a coleta, análise e interpretação dos dados foi a Análise de Conteúdo Temática.

Abstract : This study sought to identify and analyze particularities of Social Service through the Reports of Shutdown prepared by an interdisciplinary reference team of the Protection and Specialized Attention Services to Families and Individuals-Paefi of Florianópolis. Paefi is a special social protection service of the Unified Social Assistance System-SUAS, whose objective is to provide assistance to families and individuals at risk and violation of rights. In the daily work of the Paefi one of the actions developed by the teams of reference are the Reports of Shutdown. This instrument represents a systematization of the intervention process and aims to inform about the closure of the family of family accompaniment and ensure rights. Because it is an instrument of joint elaboration with Psychology, and before the understanding that it is through the language that the professional evidences the theoretical perspective that gives the direction to the intervention, revealing rationalities, that the interest arose for the study of the instrumentality of the Service Social. The choice of this object of research was motivated by the professional experience of this academic and by the understanding of which is based on the technical instruments of the reports, that is, they constitute means that allow the evaluation of the intervention, the rationalization of the time and the ethical direction of work. It is understood that it is through language that the instrumentality of Social Service is materialized, instrumentality that is directly related to the corporate project to which the professional is linked. In this perspective, the whole practice implies an ideology, a theoretical-methodological orientation. In view of this interpretation, it is inferred that the report is an instrumental one, whereas language manifests the instrumentality and the rationalities underlying it. We sought to discuss the reports, to decode their content and to think about the professional intervention of the Social Service and the reference teams of Paefi, from the perspective of critical-dialectical theory. This is a qualitative research, of a documentary nature, with the universe constituted by 7 (seven) Reports of Shutdown and whose research technique used to collect, analyze and interpret the data was the Thematic Content Analysis.
