IIRSA e a (de)colonialidade do poder

Abstract

O tema desta dissertação é a influência da Iniciativa para a Integração da Infraestrutura Sul-Americana ? IIRSA na potencialização de movimentos ?decoloniais? na América do Sul. O objetivo geral do trabalho é analisar como a IIRSA, construída sob a lógica da colonialidade do poder, gera um ambiente propício à potencialização de práticas decoloniais, manifestadas através de movimentos sociais que atuam no continente. No âmbito da IIRSA, a ideia de ?desenvolvimento? que prevalece é oriunda da modernidade eurocêntrica, que considera a natureza e os povos originários como meros recursos utilizáveis ou ?obstáculos? a serem transpostos, sem que suas dinâmicas, necessidades e pluralidade de visões sejam incluídas no planejamento. No entanto, isso tem fomentado as ?resistências locais? a projetos de infraestrutura, as quais ocorrem em um contexto sistêmico de emergência de movimentos contra-hegemônicos, e em um cenário de transformações políticas na América Latina. A teoria base deste trabalho é a decolonialidade, tendo como eixo central os conceitos de ?colonialidade do poder? e ?decolonialidade?, desenvolvidos por Aníbal Quijano. Para o estudo da IIRSA, foram analisadas fontes diretas e realizada visita técnica à sua Secretaria; já dos movimentos sociais, foram contatadas organizações que atuam nas regiões da Bacia do Prata e da Amazônia.<br>

Abstract : The dissertation theme is the influence of the Initiative for Integration of the South-American Integration ? IIRSA ? in the powering of ?decolonial? movements in South America. The general objective of this work is to analyses how IIRSA, built according to Coloniality of power?s logic, fuel the arising of decolonial practices, manifested through social movements that act in the continent. In the IIRSA´s scope, the prevailing idea of ?development? comes from the Eurocentric modernity, which considers the nature and the native peoples as simple utilizable resources or ?obstacles? to be transposed, without taking in consideration its dynamics, necessities and plurality of visions in the planning. However, it has fuelled ?local resistances? to infrastructure projects, which occurs in a systemic context of arising of counter-hegemonic movements, and in a scenario of political transformations in Latin America. The work´s base theory is the decoloniality, having as central axes the concepts of ?Coloniality of power? and ?decoloniality?, developed by Aníbal Quijano. To the study of IIRSA, direct fountains were analyzed and a technical visit was done to its Secretary; and of the social movements, NGOs that act in the regions of Plate´s Basin and Amazon were contacted.
