Coletivos negros universitários, antirracismo e educação: agendas e articulações na luta contra o racismo na Universidade Federal de Santa Catarina

Abstract

O presente trabalho visa a contribuir para a discussão acerca do Movimento Negro (MN) e sua luta contra o racismo na universidade, partindo da virada política trazida pelo incremento da presença negra na universidade sob as ações afirmativas conquistadas no século XXI e pela conjuntura de crescente agressão e precarização da vida sob os governos golpistas de Michel Temer (2016-2018) e Jair Bolsonaro (2019-2022). Compreendendo o impulso a novas bases de proposição de luta e organização juvenil negra nesse contexto, pauto aqui as formulações de diferentes iniciativas atuantes a partir de 2017 na Universidade Federal de Santa Catarina (UFSC), com enfoque nas movimentações de 2019 a 2022, no campus Trindade, em Florianópolis. Diante disso, o objetivo geral desta pesquisa é discutir a emergência e a organização dos Coletivos Negros Universitários (CNUs) na UFSC, bem como a sua relação com o Movimento Negro, o Movimento Estudantil (ME) e a instituição, por meio das suas experiências e das pontes com a Frente da Juventude Negra Anticapitalista (FREJUNA). Para tanto, articulo como objetivos específicos: a) contextualizar social e historicamente os Coletivos Negros Universitários; b) apresentar a trajetória dos Coletivos Negros Universitários da/na UFSC; e c) analisar sua agenda política, suas estratégias e suas intervenções na luta antirracista na UFSC, perpassando os desafios do movimento e suas contribuições junto à FREJUNA. As escolhas metodológicas e as fontes diversas aqui são enredadas em um percurso que se centra em duas faces: i) uma breve revisão bibliográfica sobre a luta do Movimento Negro brasileiro e catarinense, sobretudo no campo educacional e das universidades, e sobre os debates conceituais acerca dos coletivos; ii) a análise de registros dos CNUs da/na UFSC sobre si e suas lutas e de peças escritas ou digitais (como relatorias de reuniões, documentos institucionais e postagens em redes sociais), visando a descrever episódios e caracterizar a dinamização do enfrentamento antirracista no meio universitário e no contexto local. Perpassando um movimento de reconstituição das redes de socialização e proposição política dos CNUs e da FREJUNA, exploro como resultados o diferencial alcançado pela Frente na articulação das lutas na UFSC e a potencialidade dos CNUs locais na construção de alternativas concretas de intervenção para defesa dos direitos de nossa gente. Em conjunto, ao compreender o entrelaçamento do combate antirracista em sua forma aberta à disputa por políticas e condições materiais e simbólicas que concretizem a permanência negra na universidade, friso como os CNUs imprimem significativas mudanças no funcionamento institucional a partir da luta política coletiva, organizada e constante, impactando nas próprias concepções sobre a função social da UFSC e em seu cenário atual, como na conquista de relevantes políticas institucionais centradas no enfrentamento ao racismo.

Abstract: This research aims to contribute to the discussion about the Black Movement (BM) and its fight against racism at the university, starting from the political turn brought about by the increase in black presence at university under the affirmative actions achieved in the 21st century and by the context of growing aggression and precariousness of life under the coup governments of Michel Temer (2016-2018) and Jair Bolsonaro (2019-2022). Understanding the impulse for new bases of proposition of struggle and organization of black youth in this context, here I focus on the formulations of different initiatives active since 2017 at the Federal University of Santa Catarina (UFSC), with a focus on the movements from 2019 to 2022, on the Trindade campus, in Florianópolis. In light of this, the general objective of this research is to discuss the emergence and organization of the Black University Collectives (CNUs) at UFSC, as well as their relationship with the Black Movement, the Students Movement (ME) and the institution, through their experiences and bridges with the Anti-Capitalist Black Youth Front (FREJUNA). To this end, I articulate the following specific objectives: a) to contextualize the Black University Collectives socially and historically; b) to present the trajectory of the Black University Collectives at/in UFSC; and c) to analyse their political agenda, their strategies and their interventions in the anti-racist struggle at UFSC, including the challenges of the movement and their contributions to FREJUNA. The methodological choices and the diverse sources are entangled in a path that focuses on two aspects: i) a brief bibliographical review on the struggle of the Brazilian and Santa Catarina Black Movement, especially in the educational field and universities, and on the conceptual debates about collectives; ii) the analysis of records of the CNUs of/at UFSC about themselves and their struggles and of written or digital pieces (such as meeting reports, institutional documents and posts on social media), aiming to describe episodes and characterize the dynamization of the anti-racist confrontation in the university environment and in the local context. Through a movement of reconstitution of the socialization and political proposition of the CNUs and FREJUNA, I explore as results the differential achieved by the Front in the articulation of the struggles at UFSC and the potential of the local CNUs in the construction of concrete intervention alternatives to defend the rights of our people. In addition, by understanding the intertwining of the anti-racist struggle in its open form with the dispute over policies and material and symbolic conditions that concretize black permanence at university, I emphasize how the CNUs bring about significant changes in institutional functioning from the collective, organized and constant political struggle, impacting on the conceptions about the social function of UFSC and its current scenario, as well as in the achievement of relevant institutional policies focused on confronting racism.
