Glifosato: a emergência de uma controvérsia científica global

Abstract

Esta tese analisa a trajetória e a emergência de controvérsias em torno do herbicida glifosato, ingrediente ativo do Roundup, produto da Monsanto. Alicerçados nas bases teórico-metodológicas da Teoria Ator-Rede e na metodologia da Cartografia de Controvérsias, partimos do questionamento sobre como e por que o glifosato, considerado por muito tempo o mais seguro/sustentável de todos os herbicidas, passa a ser questionado quanto à sua sustentabilidade e segurança. A partir dessa questão central caracterizamos a trajetória do glifosato descrevendo o processo de construção de sua imagem de sustentabilidade e segurança, por um lado, e a construção dos discursos de risco associados a ele, por outro. Além disso, demonstramos como os discursos sobre o glifosato se transformaram nessa trajetória e como os diferentes atores se posicionam a favor e contra seus riscos e sustentabilidade. Argumentamos que a trajetória do glifosato para ser aceito no mercado não enfrentou grandes desvios até final da década de 1990, quando não havia inimigos declarados do herbicida. As estratégias de tradução mobilizadas pela Monsanto foram bem sucedidas. Sustentamos que, por conta do sucesso de sua tradução, ele foi mobilizado para fazer parte de outro projeto da Monsanto: o dos cultivos geneticamente modificados. No entanto, este segundo momento, de associação aos cultivos GM, coloca o herbicida no meio de uma controvérsia global. Destacamos quatro principais controvérsias associadas ao herbicida: 1) as análises de riscos e as discussões sobre padrões científicos de determinação de segurança; 2) a resistência de ervas daninhas ; 3) os fungos e doenças em plantas; e 4) os riscos à saúde humana. Ao descrever a trajetória do glifosato e as negociações para transformá-lo no herbicida do século colocamos em evidência as complexas relações entre agências governamentais, indústrias privadas e os cientistas. Parte da legitimidade do glifosato decorre do argumento de que a aprovação do glifosato por diversas agências reguladoras internacionais é indicativo incontestável de sua segurança. Questionamos isto a partir de dados levantados sobre os processos de aprovação em diferentes países. Esperamos trazer elementos para contribuir na compreensão interdisciplinar da discussão em torno dos discursos dominantes do uso de agrotóxicos e os conflitos de interesses na sua regulamentação.<br>

Abstract : This thesis analyzes the history and the emergence of controversies surrounding the herbicide glyphosate, the active ingredient in Roundup, a Monsanto s product. Anchored in the theoretical and methodological approach of Actor-Network Theory and Cartography of Controversies, our departed question is how and why the glyphosate, long considered the safest and most sustainable of all herbicides, currently in strong questioning. From this key issue we characterized the trajectory of glyphosate describing the process of construction of its image as representing sustainability and safety, on the one hand, and the construction of risk discourses associated with it, on the other. Furthermore, we demonstrate how the discourses around glyphosate have been changed in this trajectory and how the different actors perceive and take side for and against its risks and sustainability. We argue that the trajectory of glyphosate for acceptance in the market faced no major detours until the end of the 1990s, when there was no "enemy" declared to the herbicide. The translation strategies deployed by Monsanto were successful. We sustain that, because of the success of its translation the glyphosate was mobilized to take part in other Monsanto's project: the one on genetically modified crops (GMOs). However, this second stage, with the association with GM crops, put the herbicide in the middle of the global controversy. We emphasize four major controversies associated with the herbicide: 1) the risk analysis and discussions on scientific safety standards determination; 2) the "weed" resistance; 3) fungi and plant diseases; and 4) risks to human health. By describing the trajectory of glyphosate and the negotiations to make it the "once-in-a-century herbicide" we put in evidence the complex relationships between government agencies, private industries, and scientists. The allegation that the herbicide has the approval of many international regulatory agencies becomes an incontestable indicative of its safety, is questioned in this thesis from data raised over the approval processes in different countries. We hope that theses elements will contribute to understand from an interdisciplinary perspective the discussion around the mainstrain discourse on pesticide uses and the conflict of interest around its regulation.
