O Serviço social e a doutrina da proteção integral: limites e possibilidades da atuação profissional

Abstract

Neste trabalho teve-se como indagação principal quais são os limites e as possibilidades da atuação profissional na defesa da garantia da proteção integral da criança e do adolescente conforme o Estatuto da Criança e do Adolescente (ECA). Para isso, foi realizada pesquisa bibliográfica a fim de construir a fundamentação teórica, procurando identificar o contexto socioeconômico, que é mais amplo e cujas transformações influenciam e alteram o desenvolvimento da profissão. Esta não fica inerte e sofre alterações qualitativas que permitem uma compreensão crítica mais apurada da realidade que a cerca, o que a leva a compreender suas origens dentro do sistema capitalista e as relações que se estabelecem dentro dele. Uma vez que o contexto é dinâmico, novos desafios se apresentam e é preciso ter clareza de como isso acontece para que se possa intervir de forma eficiente. Também se realizou uma pesquisa empírica, tendo por objetivo colher elementos nas falas das profissionais, através de entrevistas que abordaram os limites e as possibilidades apresentadas em sua atuação no dia a dia bem como sua relação com o contexto socioeconômico macro. Foi possível visualizar alguns dos principais limites existentes e que se apresentam como entraves para a garantia da efetivação de direitos que estão garantidos na legislação. Ao mesmo tempo, identificaram-se algumas possibilidades que permitem o rompimento desses limites e que facilitam a busca da efetivação da proteção integral

In this thesis, the main question was what are the limits and possibilities of the professional acttion upon guaranteeing the full child and adolescent protection according to the Brazilian Child and Adolescent Statute (Estatuto da Criança e do Adolescente # ECA). For that, bibliographic research was made with the purpose of building the theoretical fundamentals, looking for the identification of the socioeconomic context, which is wider and its transformations influence and alter the profession development. It is not passive and goes through qualitative alterations which allow a sharper critical comprehension around it, subsequently understanding its origins inside a capitalist system and the relations that establish themselves inside it. As the context is dynamic, new challenges present themselves and it is necessary to be sure how it happens so intervention can be done efficiently. An empiric research was also made, where its objective was to have elements on the professionals# speech, through interviews that broached the limits and possibilities presented in its everyday action, as well as its relation to the macro socioeconomic context. It was possible to visualize some of the main existing limits and that present themselves as a hindrance to validate the rights that are guaranteed in the legislation. At the same time, some possibilities were identified which allow the breaking of these limits and that make the whole protection validation easier
