Este estudo procura construir um modelo multicritério em apoio à decisão para avaliar o desempenho de uma cooperativa agropecuária, para, a partir desta avaliação, serem identificados os pontos fortes e fracos, e consequentemente, serem propostas recomendações para melhorar o seu desempenho. A primeira parte contém uma breve revisão bibliográfica, e a segunda, a construção e resolução de um problema real. A estruturação do problema foi feita utilizando a ferramenta Mapas Cognitivos. E a avaliação, tanto na construção das escalas cardinais quanto nas construção das taxas de substituição, foi feita pela abordagem MACBETH. Abstract : This study is concerned in building a Multicriteria Decision Aid model to evaluate the performance of an agriculture co-operative, in order, from such evaluation, to identify the stronger and weaker points, and consequently to suggest recommendations to improve its perfornance. The co-operative analised is located in the city of Rio do Sul, State of Santa Catarina, and its area comprehends 39 municipalities in the region of the Alto and Médio Vale do Itajaí. It assembles 4600 farmer associates, in their majority small farmers, it means, with less than 50 hectares. These partners rely on an adequate perSormance of the co-operative in order to trade their products as milk, rice, bean,corn, onions, among others. The first part of this MSc dissertation presents a brief literature revision concerning the theoretic aspects to build the evaluation model proposed. Previously, an explanation about the models of co-operation, cooperatives and its importance in Brazil, Santa Catarina State and more specificaly in the region of study in question, is given. Following, are presented some participants (actors) of the decision process, emphasizing the functions and characteristics of the facilitador. Is also exposed the Cognitive Map tools, employed to structure the complex problems. In the same way is presented the theoretic obtainment aspects of the descriptors. At last, the construction of cardinal scales and substitution rates using the MACBETH methodology (interative approach that quantifies value judgements, based on the decisors preferences) are established. In the second and final part is showed the structuring and evaluation of the problem. In this part is demonstrated the construction of the Cognitive Map, done by the congregation of individual maps from four employed decisors. Is demonstrated also the operationalization of the fundamental points of view, constructed the semantics matrices to attribute values and obtainment the cardinal scales of local preference, besides the identification of substitution rates. The model of additive aggregation and the impact of the co-operative in this model, as well as the analysis of the results are presented in this section. At last, are designed some advices to amend the performance of the co-operative, and presented the conclusions of the work. |
