Integração dos municípios e percepção dos gestores públicos federais ao Sistema Nacional de Gestão de Informações Territoriais (SINTER)

Abstract

O presente trabalho teve como objetivo analisar os desafios e oportunidades para os municípios na integração ao sistema e identificar as possíveis aplicações do Sinter na perspectiva dos gestores federais. Trata-se de um estudo transversal quali-quantitativo, baseado na análise de dados coletados por meio de dois questionários estruturados, um aplicado aos municípios e o segundo aplicado aos gestores federais. Participaram da pesquisa profissionais vinculados ao cadastro territorial dos municípios e gestores atuantes na Receita Federal do Brasil. Foram coletadas, no período de julho a setembro de 2025, informações de 88 respondentes municipais sobre identificação do município, área de atuação, conhecimento do Sinter, características técnicas do cadastro territorial, integração ao sistema e percepção dos benefícios e desafios. Junto aos 25 respondentes federais, foram coletadas, no período de agosto a setembro de 2025, informações sobre identificação dos processos de atuação, conhecimento do Sinter, CIB, Valor de Referência e percepção dos benefícios, desafios e potenciais usos do sistema. A análise estatística foi realizada no software R versão 4.4.2 e seguiram as etapas: medidas de tendência central e dispersão; validação dos questionários por abordagem psicométrica em múltiplas etapas; análise fatorial exploratória (AFE) e confirmatória (AFC); avaliação da consistência interna das dimensões identificadas por alfa de Cronbach e pelo ômega de McDonald; por fim análise de clusters para identificação dos perfis dos respondentes. Observou-se que 76,1% dos respondentes municipais conhecem o Sinter e 10,2% dos municípios estavam integrados ao sistema. As dimensões validadas para as respostas dos municípios foram: Benefícios percebidos e Desafios para integração e uso. A análise de cluster classificou os municípios em cinco perfis distintos, cujos escores fatoriais revelam combinações específicas entre percepção de valor e percepção de barreiras. A distribuição espacial desses perfis foi representada por mapa coroplético. Quanto aos gestores, constatou-se que 60,0% dos respondentes não conheciam o Sinter à época da pesquisa. Foram obtidas duas dimensões com base nas respostas dos gestores federais: Conhecimento sobre o Sinter e Aplicabilidade e integração do Sinter. A análise de cluster distribuiu os gestores em três perfis distintos. Conclui-se que os desafios mais relevantes reconhecidos pelos municípios foram: a infraestrutura tecnológica insuficiente e a escassez de equipe técnica especializada. Quanto as oportunidades, destacaram-se o reconhecimento do Sinter como instrumento de apoio ao planejamento urbano e territorial e sua contribuição positiva na arrecadação tributária municipal. No âmbito federal, os resultados devem ser tratados como exploratórios e com cautela devido à baixa quantidade de respondentes.

Abstract: The present study aimed to analyze the challenges and opportunities for municipalities in integrating into the system and to identify the possible applications of Sinter from the perspective of federal managers. This is a cross-sectional quali-quantitative study, based on the analysis of data collected through two structured questionnaires, one applied to municipalities and the second applied to federal managers. Professionals linked to the territorial cadastre of municipalities and managers working at the Brazilian Federal Revenue Service participated in the research. Information was collected, from July to September 2025, from 88 municipal respondents on municipality identification, area of activity, knowledge of Sinter, technical characteristics of the territorial cadastre, integration into the system and perception of benefits and challenges. From the 25 federal respondents, information was collected, from August to September 2025, on identification of operational processes, knowledge of Sinter, CIB, Reference Value and perception of benefits, challenges and potential uses of the system. Statistical analysis was performed in R software version 4.4.2 and followed the steps: measures of central tendency and dispersion; questionnaire validation by a multi-stage psychometric approach; exploratory factor analysis (EFA) and confirmatory factor analysis (CFA); assessment of internal consistency of the identified dimensions by Cronbach's alpha and McDonald's omega; and finally cluster analysis for identification of respondent profiles. It was observed that 76.1% of municipal respondents know Sinter and 10.2% of municipalities were integrated into the system. The validated dimensions for municipal responses were: Perceived Benefits and Challenges for Integration and Use. Cluster analysis classified the municipalities into five distinct profiles, whose factor scores reveal specific combinations between perception of value and perception of barriers. The spatial distribution of these profiles was represented by a choropleth map. Regarding the managers, it was found that 60.0% of respondents did not know Sinter at the time of the research. Two dimensions were obtained based on the responses of federal managers: Knowledge of Sinter and Applicability and Integration of Sinter. Cluster analysis distributed the managers into three distinct profiles. It is concluded that the most relevant challenges recognized by municipalities were: insufficient technological infrastructure and shortage of specialized technical staff. As for opportunities, the recognition of Sinter as an instrument supporting urban and territorial planning and its positive contribution to municipal tax revenue collection stood out. At the federal level, the results should be treated as exploratory and with caution due to the low number of respondents.
