O presente trabalho examina a cibersegurança enquanto tendência emergente na Agenda
Mulheres, Paz e Segurança (MPS), analisando a integração da temática nos Planos Nacionais
de Ação (PNAs) mais recentes do Canadá, Estados Unidos e Reino Unido. A partir dos
Estudos Feministas de Segurança (EFS), a pesquisa parte do reconhecimento de que a
dimensão cibernética tem adquirido crescente importância nas dinâmicas de paz e segurança,
ao mesmo tempo em que produz impactos desproporcionais sobre mulheres e minorias de
gênero, o que impõe à Agenda MPS a necessidade de (re)adaptação para responder às
inseguranças de gênero que se estruturam no ciberespaço. Metodologicamente, adota-se uma
abordagem qualitativa e comparativa, centrada na análise documental dos três PNAs,
mobilizando como modelo analítico o quadro proposto por Whetstone e K.C. (2024), que
demonstra como a cibersegurança pode ser incorporada à Agenda MPS a partir de seus quatro
pilares estruturantes: proteção, participação, prevenção e alívio e recuperação. O trabalho
parte da hipótese de que a integração da cibersegurança nos PNAs analisados varia quanto à
abrangência e ao detalhamento nos pilares de proteção, participação e prevenção, mas
apresenta convergência quanto à ausência ou fragilidade de iniciativas vinculadas ao pilar de
alívio e recuperação. Os principais achados do trabalho confirmam a hipótese proposta, ao
revelar que a cibersegurança é contemplada, nos três documentos, nos pilares de proteção,
prevenção e participação, ainda que com variações significativas no nível de especificidade
das ações previstas — sendo o PNA do Reino Unido o que apresenta maior articulação entre
compromissos multilaterais e provisões domésticas, enquanto o canadense demonstra
engajamento predominantemente retórico com a temática. O pilar de alívio e recuperação, por
sua vez, encontra-se sistematicamente ausente nos três documentos, evidenciando a
necessidade de desenvolver medidas mais eficazes para responder aos impactos físicos e
psicológicos da violência cibernética de gênero sobre as vítimas. Dessa forma, conclui-se que,
embora a cibersegurança se consolide como tendência emergente no âmbito da Agenda MPS,
sua incorporação permanece desigual e fragmentada no contexto dos PNAs analisados,
frequentemente desvinculada de iniciativas multilaterais já desenvolvidas pelos próprios
países em matéria de gênero e cibersegurança, além de vulnerável às oscilações da conjuntura
política doméstica. Ao identificar lacunas e boas práticas nos três casos analisados, a pesquisa
busca contribuir para a atualização normativa da Agenda MPS e o fortalecimento da
incorporação da temática em seu escopo, bem como para a ampliação da literatura feminista
em cibersegurança nas Relações Internacionais. |

This study examines cybersecurity as an emerging trend within the Women, Peace and
Security (WPS) Agenda by analyzing the integration of the issue into the most recent National
Action Plans (NAPs) of Canada, the United States, and the United Kingdom. Drawing on
Feminist Security Studies (FSS), the research is grounded in the recognition that the cyber
dimension has gained increasing importance in contemporary peace and security dynamics
while simultaneously generating disproportionate impacts on women and gender minorities,
requiring the WPS Agenda to (re)adapt in order to address the gendered insecurities that are
structured within cyberspace. Methodologically, the study adopts a qualitative and
comparative approach based on documentary analysis of the three selected NAPs. The
analysis is guided by the framework developed by Whetstone and K.C. (2024), which outlines
how cybersecurity can be more systematically integrated into the WPS Agenda through its
four pillars: protection, participation, prevention, and relief and recovery. Building on this
framework, the study hypothesizes that the integration of cybersecurity across the three NAPs
varies in scope and level of detail within the protection, participation, and prevention pillars,
while converging in the absence or limited development of initiatives related to the relief and
recovery pillar. The findings confirm this hypothesis, indicating that cybersecurity is
addressed in all three documents through the protection, prevention, and participation pillars,
albeit with significant variation in the specificity of the proposed measures. The United
Kingdom’s NAP demonstrates the strongest articulation between multilateral commitments
and domestic provisions, whereas the Canadian NAP exhibits a predominantly rhetorical
engagement with the issue. The relief and recovery pillar, in turn, is systematically absent
from all three documents, highlighting the need for more effective measures to address the
physical and psychological impacts of gender-based cyber violence on victims. The study
concludes that, although cybersecurity is emerging as a significant trend within the WPS
Agenda, its incorporation remains uneven and fragmented across the analyzed NAPs, often
disconnected from multilateral gender and cybersecurity initiatives already pursued by these
states and vulnerable to shifts in the domestic political landscape. By identifying both gaps
and good practices across the three cases, this research seeks to contribute to the normative
advancement of the WPS Agenda and to strengthen the incorporation of cybersecurity into its
scope, while also expanding the feminist cybersecurity literature within the field of
International Relations. |
