Este trabalho avalia a relação entre o desenvolvimento socioeconômico municipal e a expansão do acesso ao ensino superior no Brasil entre 2013 e 2020, considerando, de forma comparativa, o Programa Universidade para Todos (ProUni) e a abertura de novas vagas em universidades públicas. A pesquisa parte da hipótese de que a expansão do ensino superior está positivamente associada ao desenvolvimento municipal, mas de forma heterogênea entre os instrumentos analisados, condicionada pelo tempo, pelo território e pelos condicionantes estruturais dos municípios. Para isso, foi construída uma base de dados em painel município-ano, combinando informações do IFDM, do ProUni, do Censo da Educação Superior, do IBGE, da RAIS e de bases fiscais municipais. A análise empírica combina estatísticas descritivas, mapas temáticos, indicadores espaciais e modelos econométricos em painel com efeitos fixos municipais e de ano, controles estruturais e defasagens temporais. Os resultados descritivos indicam que o ProUni apresenta maior capilaridade territorial, enquanto as vagas em universidades públicas possuem distribuição mais concentrada. Os resultados econométricos indicam que a relação entre ensino superior e desenvolvimento municipal se manifesta principalmente em horizonte defasado. A expansão do ProUni e das vagas em universidades públicas não apresenta associação imediata robusta com o IFDM, mas passa a se relacionar positivamente ao indicador em horizonte de médio prazo, especialmente na defasagem de quatro anos. Conclui-se que a expansão do ensino superior se relaciona positivamente ao desenvolvimento municipal em horizonte de médio prazo, mas essa relação não é imediata, homogênea nem suficiente para sustentar causalidade forte. This study evaluates the relationship between municipal socioeconomic development and the expansion of access to higher education in Brazil between 2013 and 2020, comparatively considering the University for All Program (ProUni) and the opening of new vacancies in public universities. The research is based on the hypothesis that the expansion of higher education is positively associated with municipal development, but heterogeneously across the instruments analyzed, conditioned by time, territory, and the structural conditions of municipalities. To this end, a municipality-year panel dataset was constructed by combining information from the IFDM, ProUni, the Higher Education Census, IBGE, RAIS, and municipal fiscal databases. The empirical analysis combines descriptive statistics, thematic maps, spatial indicators, and panel econometric models with municipal and year fixed effects, structural controls, and temporal lags. The descriptive results indicate that ProUni presents greater territorial capillarity, while vacancies in public universities are more spatially concentrated. The econometric results indicate that the relationship between higher education and municipal development is mainly observed in a lagged time horizon. The expansion of ProUni and vacancies in public universities does not show a robust immediate association with the IFDM, but becomes positively related to the indicator in the medium term, especially with a four-year lag. The study concludes that the expansion of higher education is positively related to municipal development in the medium term, but this relationship is neither immediate nor homogeneous, nor sufficient to support strong causality. |
