Guarda Civil Municipal de Teresina: arcabouço legal e desafios estruturais

Abstract

A crescente demanda por segurança pública no âmbito local e a ampliação do protagonismo municipal nesse campo têm suscitado debates jurídicos, institucionais e operacionais acerca do papel das Guardas Civis Municipais no sistema de segurança pública brasileiro. Nesse contexto, emerge a questão de pesquisa que orienta este estudo: em que medida a Guarda Civil Municipal de Teresina tem respondido às exigências contemporâneas por maior segurança pública local, considerando o arcabouço legal vigente e os desafios estruturais que condicionam seu desenvolvimento institucional? O objetivo da pesquisa consiste em analisar a atuação da Guarda Civil Municipal de Teresina a partir de dois eixos centrais: (i) o arcabouço legal que fundamenta e delimita sua atuação na segurança pública local e (ii) os desafios estruturais enfrentados pela instituição, especialmente aqueles relacionados à construção de legitimidade, reconhecimento institucional e interpretação jurídica de suas atribuições. Metodologicamente, trata-se de uma pesquisa de natureza qualitativa, com caráter exploratório e descritivo, configurando-se como uma revisão narrativa. O estudo fundamenta-se em levantamentos bibliográficos, análise de legislação correlata, decretos normativos e entendimentos jurisdicionais pertinentes à temática. A discussão do arcabouço legal foi conduzida a partir da cronologia dos marcos normativos e das demandas históricas por maior segurança pública, enquanto os desafios estruturais foram examinados à luz dos debates jurídicos, da construção institucional e da busca por reconhecimento e respeito no âmbito da segurança pública. Os resultados indicam que, apesar de um cenário marcado por insegurança jurídica e resistência cultural, a Guarda Civil Municipal de Teresina tem logrado avanços significativos na consolidação de seu papel preventivo na segurança pública local. Tais avanços estão associados à estruturação institucional, à valorização dos agentes e à crescente aceitação social da corporação, contribuindo de forma complementar às demais forças policiais para a promoção da segurança no município de Teresina, Piauí.

The growing demand for public safety at the local level and the increased protagonism of municipalities in this field have given rise to legal, institutional, and operational debates about the role of Municipal Civil Guards in the Brazilian public security system. In this context, a research question arises that guides this study: to what extent has the Municipal Civil Guard of Teresina responded to the contemporary demands for greater local public safety, considering the current legal framework and the structural challenges that condition its institutional development? The objective of this research is to analyze the performance of the Municipal Civil Guard of Teresina from two central axes: (i) the legal framework that underpins and delimits its role in local public safety and (ii) the structural challenges faced by the institution, especially those related to the construction of legitimacy, institutional recognition, and legal interpretation of its duties. Methodologically, this is qualitative research, with an exploratory and descriptive character, configured as a narrative review. This study is based on bibliographic surveys, analysis of related legislation, normative decrees, and jurisdictional understandings relevant to the topic. The discussion of the legal framework was conducted based on the chronology of normative milestones and historical demands for greater public security, while the structural challenges were examined in light of legal debates, institutional construction, and the search for recognition and respect within the scope of public security. The results indicate that, despite a scenario marked by legal uncertainty and cultural resistance, the Municipal Civil Guard of Teresina has registered significant advances in consolidating its preventive role in local public security. These advances are associated with institutional structuring, the appreciation of agents, and the increasing social accessibility of the corporation, contributing in a complementary way to other police forces to promote security in the municipality of Teresina, Piauí.
