Análise da evolução e medidas governamentais e financeiras no setor educacional superior

Abstract

O setor de ensino superior privado cresce ao longo do tempo impulsionado por diversos fatores políticos, econômicos e sociais. Em contrapartida, o mercado financeiro encontrou nesse nicho oportunidade de ganhos econômicos, assim, aumentam também as intervenções nesse setor. O escopo desse trabalho busca entender as medidas que tornaram o setor educacional tão atrativo para o mercado e qual o efeito causado no setor de ensino superior privado diante de tais intervenções. Como base, são apresentadas a evolução e as mudanças regulatórias que explicam o porquê de instituições de ensino superior privadas se tornarem alvos desses agentes, bem como a estrutura e a atuação de suas organizações. A hipótese inicial é que diante das intervenções ocorre um aumento da oferta por cursos nas instituições de ensino privadas, puxado pela criação de sinergias e a diminuição dos custos operacionais, com as demais variáveis acompanhando o crescimento.

The private higher education sector has grown over time, driven by various political, economic, and social factors. Conversely, the financial market has found opportunities for economic gain in this niche, thus increasing interventions in this sector. This work aims to understand the measures that have made the education sector so attractive to the market and the effect these interventions have had on the private higher education sector. As a basis, the evolution and regulatory changes that explain why private higher education institutions have become targets of these agents are presented, as well as the structure and operation of their organizations. The initial hypothesis is that, in the face of these interventions, there is an increase in the supply of courses in private educational institutions, driven by the creation of synergies and the reduction of operational costs, with other variables following the growth.
