O presente trabalho investiga a trajetória e a atuação política da União Recreativa Cultural 25
de Dezembro, o Clube de 25, associação negra fundada em 1933 em Florianópolis, Santa
Catarina. Situado em um contexto de segregação espacial e busca por distinção racial pela
elite branca local no pós-abolição, o Clube de 25 se consolidou não apenas como um espaço
de sociabilidade e resistência cultural, mas também como um agente ativo de intervenção na
política institucional, especialmente entre as décadas de 1950 e 1980. O problema central da
pesquisa reside em compreender como o Clube, enquanto espaço de agência política negra em
um cenário de clientelismo, negociou seus "termos de inclusão" com a elite política de
Florianópolis. A hipótese que orienta a análise é que essa relação não se deu por submissão
passiva, mas por uma tática política ativa, trabalhada a partir do conceito de "contrateatro
plebeu" de E. P. Thompson, que explorava as regras do clientelismo local para transformar
demandas comunitárias em moeda de troca eleitoral, garantindo conquistas urbanas e
estruturais. A investigação se apoia na triangulação de fontes, com destaque para a história
oral, através da entrevista com um dos líderes e articulador político do Clube entre as décadas
de 1950 e 1980, o Senhor Silvio de Souza, confrontada com os Estatutos do Clube (de 1934 e
1976) e a historiografia especializada. O arcabouço teórico mobiliza a história social de E.P.
Thompson, com o conceito de "teatro do poder", e a historiografia do pós-abolição, com a
noção de "termos de inclusão" de Paulina Alberto. O estudo conclui que o "contrateatro
plebeu" foi uma estratégia sofisticada de agência negra, mediando a relação entre a
comunidade e o poder público, e que o declínio do Clube sinaliza a fragilidade desses termos
de inclusão diante da persistência do racismo estrutural. |

This study investigates the trajectory and political action of the União Recreativa Cultural 25
de Dezembro, the Clube de 25, a black association founded in 1933 in Florianópolis, Santa
Catarina. Situated in a context of spatial segregation and the local white elite's pursuit of
racial distinction in the post-abolition era, the Clube de 25 consolidated itself not only as a
space for sociability and cultural resistance but also as an active agent of intervention in
institutional politics, especially between the 1950s and 1980s. The central research problem
lies in understanding how the Club, as a space for black political agency in a scenario of
clientelism, negotiated its "terms of inclusion" with the political elite of Florianópolis. The
hypothesis guiding the analysis is that this relationship was not one of passive submission, but
rather an active political tactic, analyzed through E. P. Thompson's concept of the "plebeian
counter-theater," which exploited the rules of local clientelism to transform community
demands into electoral bargaining chips, securing urban and structural gains. The
investigation relies on the triangulation of sources, with emphasis on oral history, through an
interview with one of the Club's leaders and political articulators between the 1950s and
1980s, Mr. Silvio de Souza, confronted with the Club's Statutes (from 1934 and 1976) and
specialized historiography. The theoretical framework mobilizes E.P. Thompson's social
history, with the concept of the "theater of power," and post-abolition historiography, with
Paulina Alberto's notion of "terms of inclusion." The study concludes that the "plebeian
counter-theater" was a sophisticated strategy of black agency, mediating the relationship
between the community and public power, and that the Club's decline signals the fragility of
these terms of inclusion in the face of persistent structural racism. |
