Mulheres de direita no Sul e no Nordeste do Brasil: apoio à ditadura e ação política (1964-1985)

Abstract

A presente tese de doutorado analisou o comportamento de dois grupos cívicos femininos de direita durante a ditadura civil-militar - a Cruzada Democrática Feminina (CDF), de Recife, Pernambuco, e a Ação Democrática Feminina Gaúcha (ADFG), de Porto Alegre, Rio Grande do Sul -, extrapolando o período abordado pela maior parte das análises até hoje feitas. O objetivo principal deste trabalho foi verificar de que maneira essas duas organizações, com base em suas inúmeras ações políticas, contribuíram para a legitimidade do regime ditatorial, ou seja, de que forma suas iniciativas forneceram elementos para a construção social da ditadura, assegurando respeitabilidade a seus governos e longevidade ao regime. A pesquisa aponta que se o grupo pernambucano teve um comportamento adesista ao regime, mesmo diante de cisões que marcaram a entidade a partir de 1977, o mesmo não pode ser dito em relação à ADFG. Observa-se que, a partir de 1972, a organização gaúcha, ao adentrar intensamente em discussões originalmente diferentes das suas, como a ecologia, foi levada cada vez mais a atuar por meio das acomodações em relação ao regime ditatorial, o que não implicou rompimento. Portanto, percebe-se que os dois grupos cívicos femininos e a ditadura trabalharam em conjunto, costurando políticas para o país, porém sem a imposição de demandas específicas a nenhuma das partes envolvidas nessa complexa relação. Isto é, tanto as pautas quanto as ações políticas construídas pelas mulheres de direita observavam limites ao tratarem com o regime, e, da mesma forma, a ditadura sabia da necessidade de contar com o apoio dos grupos femininos e, portanto, esforçou-se para tê-los ao seu lado.

Abstract: This doctoral thesis analyzed the behavior of two right-wing female civic groups during the civil-military dictatorship - the Cruzada Democrática Feminina (CDF), from Recife, Pernambuco, and the Ação Democrática Feminina Gaúcha (ADFG), from Porto Alegre, Rio Grande do Sul -, going beyond the period covered by most analyses carried out to date. The main objective of this work was to verify how these two organizations, based on their numerous political actions, contributed to the legitimacy of the dictatorial regime, that is, how their initiatives provided elements for the social construction of the dictatorship, ensuring respectability for their governments and longevity for the regime. The research indicates that while the Pernambuco group tended to adhere to the regime, even in the face of splits that marked the organization from 1977 onward, the same cannot be said of the ADFG. It is observed that, starting in 1972, the Rio Grande do Sul organization, by intensely engaging in discussions originally distinct from its own, such as ecology, was increasingly led to act through accommodations to the dictatorial regime, which did not imply a break. Therefore, it is clear that the two women's civic groups and the dictatorship worked together, crafting policies for the country, but without imposing specific demands on either party involved in this complex relationship. That is, both the agendas and political actions developed by right-wing women observed limits when dealing with the regime, and, similarly, the dictatorship knew the need to count on the support of women's groups and, therefore, worked hard to have them on its side.
