"Nós queremos mandar no governo": os conceitos de libertarianismo e socialismo na leitura ideológica dos governos Lula e Dilma pelo Instituto Mises Brasil (2009- 2013)

Abstract

Esta tese tem como objetivo principal analisar os conceitos de socialismo e libertarianismo a partir da perspectiva ideológica do Instituto Mises Brasil, à luz de eventos relacionados aos governos de Luiz Inácio Lula da Silva e Dilma Rousseff (Partido dos Trabalhadores) no período de 2009 a 2013. A escolha desse recorte temporal se justifica pelo fato de que as primeiras publicações do Instituto Mises Brasil sobre os governos petistas datam desse período. Para cumprir esse propósito, no primeiro capítulo analisamos a construção histórica, política e ideológica dos conceitos de direita e esquerda, com o intuito de demonstrar que o Instituto Mises Brasil também se baseia em fundamentos ideológicos, ainda que busque se apresentar como neutro. No segundo capítulo, buscamos identificar os principais autores e instituições que influenciaram a formação do Instituto, seja por meio de apoio financeiro ou ideológico: Ludwig von Mises, Murray Rothbard e a Atlas Network. O terceiro capítulo investiga a forma como Ludwig von Mises e Murray Rothbard interpretaram os conceitos de socialismo e libertarianismo, por meio da análise de algumas de suas obras. Por fim, no quarto capítulo, analisamos a problemática central da tese, contrapondo as afirmações do Instituto Mises Brasil a partir de uma abordagem baseada na História Factual. A principal conclusão do estudo é que o Instituto buscava associar qualquer ação dos governos Lula e Dilma ao socialismo e ao intervencionismo estatal. Dessa forma, o socialismo foi, predominantemente, vinculado a qualquer política que envolvesse a atuação do Estado. Em diversos momentos, os termos \"socialismo\" e \"intervencionismo\" foram tratados como sinônimos. Por outro lado, o libertarianismo foi apresentado como um modelo ideal, associado à defesa da liberdade individual e da propriedade privada dos meios de produção. Com frequência, esse conceito foi utilizado para sustentar a narrativa de que os governos petistas seguiam na contramão desse ideal.

Abstract: The main objective of this thesis is to analyze the concepts of socialism and libertarianism from the ideological perspective of the Instituto Mises Brasil, in the light of events related to the governments of Luiz Inácio Lula da Silva and Dilma Rousseff (Workers' Party) between 2009 and 2013. The choice of this time frame is justified by the fact that the Mises Institute's first publications on the PT governments date from this period. To do this, in the first chapter we analyze the historical, political and ideological construction of the concepts of right and left, with the aim of demonstrating that the Instituto Mises Brasil is also based on ideological foundations, even though it tries to present itself as neutral. In the second chapter, we try to identify the main authors and institutions that influenced the formation of the Institute, either through financial or ideological support: Ludwig von Mises, Murray Rothbard and the Atlas Network. The third chapter investigates how Ludwig von Mises and Murray Rothbard interpreted the concepts of socialism and libertarianism by analyzing some of their works. Finally, in the fourth chapter, we analyze the central problem of the thesis, countering the claims of the Instituto Mises Brasil from an approach based on Factual History. The main conclusion of the study is that the Institute sought to associate any action by the Lula and Dilma governments with socialism and state interventionism. In this way, socialism was predominantly linked to any policy that involved state action. At various times, the terms "socialism" and "interventionism" were treated as synonyms. On the other hand, libertarianism was presented as an ideal model, associated with the defense of individual freedom and private ownership of the means of production. This concept was often used to support the narrative that the PT governments were going against this ideal.
