Panorama da distribuição da carga horária de estágio curricular obrigatório no SUS em cursos de graduação em Odontologia de Santa Catarina.

Abstract

As Diretrizes Curriculares Nacionais publicadas em 2021 (DCN) exigem que a carga horária de estágio dos cursos de graduação em Odontologia corresponda a 20% da carga horária total dos cursos. As DCN também dispõem que as atividades didáticas devem proporcionar ao estudante a vivência nas redes de serviços do Sistema Único de Saúde (SUS) ao longo do curso, possibilitando o conhecimento e interação com as políticas de saúde em diferentes situações de vida, de prática profissional e do processo de trabalho em equipe interprofissional. Este trabalho de natureza exploratória e descritiva objetivou identificar a distribuição da carga horária de estágio curricular supervisionado obrigatório em cursos de graduação em Odontologia do estado de Santa Catarina. Foi realizada uma pesquisa na página eletrônica do Ministério da Educação (Sistema e-MEC), para verificar quais instituições de ensino superior possuíam registro e autorização para funcionamento dos referidos cursos. O rol de nomes, siglas, categorias administrativas e cidades das instituições de ensino superior (IES) com cursos no estado foi organizado em uma tabela do programa Excel. Em uma segunda etapa, foram pesquisados os sítios eletrônicos institucionais a fim de analisar os projetos pedagógicos dos cursos (PPC) e as respectivas matrizes curriculares. Foram incluídos na pesquisa os cursos cujos documentos estavam disponíveis para acesso público na Internet. A análise considerou as seguintes variáveis: carga horária total do curso, carga horária destinada para atividade de estágio supervisionado curricular obrigatório e, também, a carga horária destinada ao estágio na rede SUS. Dentre os 34 cursos de Odontologia registrados no sistema e MEC, 1 (2,94%) foi extinto e 7 (20,59%) ainda não iniciaram suas atividades. Entre os 26 cursos ativos, não foi possível localizar online tanto o PPC quanto a Matriz Curricular de 6 (17,65%) instituições. Para 7 (20,59%) instituições, apenas a Matriz Curricular foi encontrada. Foram incluídos no estudo 13 (38,24%) instituições que disponibilizaram o PPC e a Matriz Curricular nos sítios eletrônicos. Os 13 cursos cumprem a exigência de 20% da carga horária total do curso dedicada à atividade de estágio. Destes, 69,23% atingiram entre 4% e 9,33%, da carga horária realizada no SUS; 30,77% apresentaram menos de 4% da carga horária no SUS (de 1,90% a 3,81%) e 15,38% tem carga horária entre 7,37% e 9,33% realizada no SUS. Dentre os cursos pesquisados, nenhum proporciona aos seus alunos 20% da carga horária de estágio supervisionado curricular obrigatório realizada integralmente na rede SUS. Conclui-se que maiores esforços precisam ser feitos para potencializar a integração ensino-serviço-comunidade, em consonância com as DCN vigentes.

The National Curricular Guidelines published in 2021 (NCG) require that the internship hours of undergraduate Dentistry programs correspond to 20% of the total course hours. The NCG also stipulate that educational activities must provide students with experiences in the service networks of the Sistema Único de Saúde (SUS) throughout the course, enabling knowledge and interaction with health policies in various life situations, professional practices, and the teamwork process in interprofessional settings. This exploratory and descriptive study aimed to identify the distribution of mandatory supervised curricular internship hours in undergraduate Dentistry programs in the state of Santa Catarina. A survey was conducted on the Ministry of Education's website (e-MEC System) to verify which higher education institutions (HEI) had registered and authorized to operate the mentioned courses. A list of names, acronyms, administrative categories, and cities of HEIs with active courses in the state was organized into an Excel table. In a second phase, institutional websites were researched to analyze the pedagogical projects of the courses (PPC) and their respective curricular matrix (CM). Courses whose documents were publicly accessible on the Internet were included in the research. The analysis considered the following variables: total course hours, hours allocated for mandatory supervised curricular internships, and the hours allocated for internships in the SUS network. Among the 34 Dentistry courses registered in the e-MEC system, 1 (2,94%) was discontinued, and 7 (20,59%) had not yet started their activities. Among the 26 active courses, it was not possible to locate both the PPC and the Curricular Matrix for 6 (17.65%) institutions online. For 7 (20.59%) institutions, only the Curricular Matrix was found. A total of 13 (38.24%) institutions that made both the PPC and the Curricular Matrix available on their websites were included in the study. These 13 courses meet the requirement that 20% of the total course hours are dedicated to internship activities. Of these, 69.23% reached between 4% and 9.33% of the internship hours completed in the SUS network; 30.77% had less than 4% of internship hours in the SUS (ranging from 1.90% to 3.81%), and 15.38% had between 7.37% and 9.33% of internship hours completed in the SUS. Among the courses surveyed, none provide their students with 20% of the mandatory supervised curricular internship hours completed entirely in the SUS network. It is concluded that greater efforts need to be made to enhance the integration of education, service, and community, in accordance with the current NCG.
