Covid 19 e o Grupo Banco Mundial: uma análise crítica

Abstract

Este estudo realiza uma análise crítica da resposta do Banco Mundial à crise da COVID-19, se utilizando da teoria crítica das relações internacionais. A pesquisa busca investigar se há uma continuidade na assimetria de poder histórico nas ações do Grupo Banco Mundial, adotando uma abordagem hipotético-dedutiva qualitativa. O objetivo é avaliar se a resposta do banco à crise da covid 19 indica uma ruptura em relação à sua agenda neoliberal prescrita ou se a mantém, favorecendo os interesses dos EUA. Para isso, trago revisões históricas do Banco Mundial, a teoria crítica das relações internacionais e análises dos documentos oficiais sobre a crise da COVID-19. Os resultados indicam que o Grupo Banco Mundial reforçou a dependência dos países periféricos ao capital global, reproduzindo uma agenda neoliberal e garantindo seus próprios interesses. Assim, destaca-se a importância de uma avaliação crítica contínua sobre o banco, buscando a democratização e transformação das organizações internacionais no sistema internacional.

This study critically analyzes the World Bank's response to the COVID-19 crisis using critical theory in international relations. The research investigates the continuity of historical power asymmetry in the World Bank's actions, employing a qualitative hypothetico-deductive approach.The aim is to assess whether the bank's response to the COVID-19 crisis signifies a departure from its prescribed neoliberal agenda or if it perpetuates it, favoring the interests of the United States. In pursuit of this, I present historical reviews of the World Bank, critical theory in international relations, and analyses of official documents concerning the COVID-19 crisis. The findings suggest that the World Bank Group has fortified the reliance of peripheral nations on global capital, perpetuating a neoliberal agenda and safeguarding its vested interests. Hence, the significance lies in the imperative of an ongoing critical evaluation of the institution, aiming towards the democratization and transformation of international organizations within the international system.
