Violação dos direitos da criança e do adolescente em Gaspar, Santa Catarina, capital nacional da moda infantil

Abstract

Introdução: É grande o número de crianças e adolescentes que sofrem situações de violência todos os anos. Em Santa Catarina, e na cidade de Gaspar especificamente, não é diferente, mesmo tratando-se de uma cidade com o título nacional de Capital da Moda Infantil. Surge a partir daí, a necessidade de compreender os dados históricos, geográficos e populacionais da cidade, bem como a atuação do Conselho de Tutelar, a conceituação de violência e das violações contra os direitos das Crianças e Adolescentes, além de a quantificação e estratificação dos tipos de violações mais recorrentes, bem como compreender qual o perfil epidemiológico das vítimas. Objetivo: Identificar informações sobre violência que auxiliem o desenvolvimento de políticas públicas de proteção à criança e adolescente do estado de Santa Catarina. Método: Levantamento da prevalência das notificações de violações aos Direitos das Crianças e Adolescentes na cidade de Gaspar, organizando-as segundo as categorias empregadas pelo Estatuto da Criança e do Adolescente. Em seguida, foram reagrupadas em termos de modalidade de violência. Os dados foram obtidos a partir do Sistema de Informação para a Infância e Adolescência e contato direto com os Conselheiros Tutelares do Município. Resultados: Foram notificadas 907 ocorrências no período entre 01/01/2021 e 31/12/2021. Os direitos fundamentais das crianças e adolescentes foram violados no direito da Convivência familiar e comunitária, na maioria das vezes. E contribuíram para tais violações a Inadequação do convívio familiar, as Violações à dignidade/negligência familiar, seguidos pela violência sexual e violência física. Os dados apontam a predominância do gênero feminino entre as crianças e adolescentes que tiveram seus direitos de Direito à Vida e à Saúde e Liberdade, Respeito e Dignidade, chegando à prevalência de 73%. Enquanto o gênero masculino teve predomínio de violações no direito de Educação, Cultura, Esporte e Lazer, com 58%. Conclusão: A violência contra Crianças e Adolescentes persiste em números altos em Gaspar, sendo os pais, os agentes violadores na maioria dos casos, onde os menores do gênero feminino são as maiores impactadas de acordo com as denúncias, a maioria identificadas como da cor branca, e predominantemente em idade adolescente, moradores da região urbana.

Introduction: The number of situations of violence suffered by children and adolescents every year is significant. In Santa Catarina, and specifically in the city of Gaspar, it is no different, even though it is a city with the national title of Capital of Children's Fashion. From there, the need arises to understand the historical, geographical and population data of the city, as well as the role of the Guardianship Council, the conceptualization of violence and violations against the rights of children and adolescents, in addition to quantifying and stratifying the most recurring types of violations. Objective: To identify information about violence that helps the development of public policies for the protection of children and adolescents in the state of Santa Catarina. Method: A survey of the prevalence of notifications of violations of the rights of children and adolescents in the city of Gaspar, organizing them according to the categories used by the Statute of the Child and Adolescent. Then, they will be regrouped in terms of the type of violence. The data will be obtained from Information System for Children and Adolescents and direct contact with the Guardianship Councilors of the Municipality. Results: 907 notifications were made between 01/01/2021 and 31/12/2021. The fundamental rights of children and adolescents were violated in the right to family and community living, most of the time. The inadequacy of family life, violations of dignity/family neglect, followed by sexual violence and physical violence contributed to such violations. The data indicate the predominance of the female gender among children and adolescents who had their rights to life and health, freedom, respect, and dignity violated, reaching a prevalence of 73%. While the male gender had a predominance of violations in the right to education, culture, sports, and leisure, with 58%. Conclusion: Violence against children and adolescents persists in high numbers in Gaspar, where parents are the violating agents in most cases, and female minors are the most impacted according to the reports, mostly identified as white, and predominantly in teenage years, living in urban areas.
