Tecendo conversas entre relações raciais e CRAS

Abstract

Essa dissertação tem o objetivo de tecer conversas entre relações raciais e Centro de Referência de Assistência Social (CRAS) afim de pensar a necessidade de que a discussão sobre relações raciais esteja presente nos serviços e na prática das equipes. A pesquisa é organizada através de três eixos de discussão, distribuídos em três capítulos com discussões próprias, porém inter-relacionadas. Pensamos a pesquisa em um diálogo entre Mouffe & Laclau e Rancière, pensando-a como articulação discursiva, ou seja, como discursos, necessariamente posicionados e interventivos, que são lançados no campo conflitivo do social em embate com outros discursos, disputando este campo. Assim, inicialmente trazemos um capítulo que versa sobre a histórica relação do Estado na criminalização da população negra, trazendo o CRAS para esta cena argumentando sobre a necessidade de assumir a questão racial como fundamental para o alcance dos objetivos do serviço. Para tanto, dialogamos com a literatura para produzir uma espécie de traçado histórico da relação do Estado com a população negra, relacionando, em seguida, com o CRAS. No eixo seguinte, versamos sobre as problemáticas em torno do uso da concepção universal de sujeito e seus efeitos na produção de invisibilidades frente ao corpo que acessa o serviço, majoritariamente mulheres negras. Através da análise de uma notícia de jornal sobre uma manifestação protagonizada por mulheres de uma comunidade cuja violência policial é constante, produzimos uma discussão que identificou que quando a concepção universal de sujeito é fissurada as vulnerabilidades pelas quais a comunidade passa ficam mais evidente, assim como as resistências encontradas frente à estas, podendo aproximar o CRAS das experiências concretas de suas usuárias. No terceiro e último capítulo, procuramos pensar os efeitos do racismo de Estado na relação das trabalhadoras do serviço com aqueles que são contados na política como seus usuários. Diante da majoritária ausência de homens no acesso ao CRAS, analisamos uma fala de uma trabalhadora localizando como os atravessamentos raciais participam do trabalho da equipe e da relação com a comunidade. Por fim, concluímos que o racismo opera enquanto um dificultador do trabalho das equipes, sendo uma fronteira na relação com a comunidade e podendo ser um fator que afasta os homens do acesso ao serviço, especialmente os homens negros. Na conclusão geral da pesquisa, podemos observar que o racismo é um processo histórico e político que constituiu o Estado brasileiro e tem efeitos na relação destes serviços estatais com seus usuários. Ao mesmo tempo, pensamos o CRAS como um serviço que pode fazer frente a isso nos contextos em que atua, na medida em que assume em sua prática cotidiana a discussão sobre relações raciais e combate do racismo a partir das experiências concretas das comunidades.

Abstract: This dissertation has the objective of weaving conversations between race relations and Reference Center for Social Assistance (CRAS) in order to think about the need for the discussion about race relations to be present in the services and practice of the teams. The research is organized through three axes of discussion, distributed in three chapters with their own discussions, but interrelated. We think of the research in a dialogue between Mouffe & Laclau and Rancière, thinking of it as discursive articulation, that is, as discourses, necessarily positioned and intervening, which are launched in the conflictive field of the social in conflict with other discourses, disputing this field. Thus, we initially bring a chapter that deals with the historical relationship of the State in the criminalization of the black body, bringing the CRAS into this scene arguing about the need to assume the racial issue as fundamental to achieving the goals of the service. To this end, we dialogued with the literature to produce a kind of historical outline of the State's relationship with the black population, and then related it to the CRAS. In the next axis, we focus on the problems surrounding the use of the universal concept of subject and its effects in the production of invisibilities towards the body that accesses the service, mostly black women. Through the analysis of a newspaper report about a demonstration led by women from a community whose police violence is constant, we produced a discussion that identified that when the universal conception of subject is ripped, the vulnerabilities through which the community goes through become more evident, as well as the resistances found in front of them, which can bring CRAS closer to the concrete experiences of its users. In the third and last chapter, we tried to think about the effects of State racism in the relationship between female service workers and those who are counted in the policy as its users. Facing the majority absence of men in the access to CRAS, we analyze one of the speeches of a female worker, locating how racial traversings participate in the team's work and in the relationship with the community. Finally, we conclude that racism operates as a hindrance to the work of the teams, being a border in the relationship with the community and can be a factor that keeps men away from accessing the service, especially black men. In the overall conclusion of the research, we can observe that racism is a historical and political process that constituted the Brazilian State and has effects on the relationship of these state services with their users. At the same time, we think of CRAS as a service that can confront this in the contexts where it operates, to the extent that it assumes in its daily practice the discussion about race relations and combating racism from the concrete experiences of the communities.
