Água, terra, luz e gente: histórias de Hidrelétricas de Pequeno Porte em Santa Catarina

Abstract

Esse Trabalho de Conclusão de Curso (TCC) consiste em uma série de quatro reportagens que narram, através de diferentes histórias, as características, contradições e conflitos de narrativas que cercam a implantação de Hidrelétricas de Pequeno Porte (HPP) em Santa Catarina. Opção de geração energética com menos encargos legais e ambientais para investidores, as Centrais Geradoras Hidrelétricas e Pequenas Centrais Hidrelétricas – que juntas, formam as HPPs – cresceram exponencialmente nas últimas duas décadas, desde a abertura do setor de energia para a iniciativa privada. Embora Santa Catarina seja o estado com maior número de HPPs no país, com 274 empreendimentos outorgados, representando 17% da energia gerada no estado, estas hidrelétricas são pouco discutidas fora da bolha de investidores e atingidos. A proposta do TCC é preencher essa lacuna de informações, introduzindo à pessoa leitora o tema, as características de HPPs no estado, as dificuldades da organização coletiva de pessoas atingidas e o marco histórico de duas cidades que conseguiram barrar a construção de Hidrelétricas de Pequeno Porte em seu território.

This Course Conclusion Project (CCP) consists of a series of four stories that narrate, through different stories, the characteristics, contradictions and narrative conflicts that surround the construction of Small-sized Hydropower Plants (SHP) in Santa Catarina. With less legal and environmental obligations for investors, the SHP grew exponentially in the past couple of decades, since the opening of the area to the private sector. Although Santa Catarina is the state with the largest number of SHP in Brazil, with 274 active constructions that represent 17% of the energy generated in the state, small hydropower plants are not much discussed except by investors and affected people. The proposal of the stories are to fulfill this journalistic gap, introducing the reader to the theme, the characteristics of SHP in the state, the difficulties of collective organization of affected communities and the historical mark of a city that was able to stop the construction of six hydropower plants in its territory
