Violência Policial na América Latina: Possibilidades interpretativas a partir da região

Abstract

O presente trabalho tem por objetivo explorar e sistematizar as interpretações apresentadas pela literatura latino-americana acerca da violência policial na região, de modo a revelar seus principais elementos de análise e os pontos de contato estabelecidos entre os diferentes autores e autoras. Para isso, essa pesquisa realiza uma revisão de literatura das principais bibliografias sobre o tema desenvolvida na América Latina, apresentando, ao final, os resultados de forma qualitativa, a partir da organização dos achados mais relevantes e do apontamento de novas questões de pesquisa. Inicia-se por uma revisão do conceito de violência e seu processo histórico de institucionalização na formação das instituições de controle social, nos aprofundando especialmente nas polícias e no papel da violência na sua relação com a cidadania. Em um segundo momento, a análise desloca-se para a América Latina, onde é realizado um diagnóstico histórico da instituição policial na região e na emergência da violência policial como um fenômeno associado ao quadro de segurança pública. Ao final, dispõem-se uma sistematização das interpretações encontradas na literatura latino-americana sobre a violência policial, organizadas em sete subseções.

The present work aims to explore and systematize the interpretations presented by the Latin American literature about police violence in the region, in order to reveal it’s main elements of analysis and the points of contact established between different authors. For this purpose, this research carries out a literature review of the main bibliographies on the subject developed in Latin America, presenting, at the end, the results in a qualitative way, from the organization of the most relevant findings and the appointment of new research questions. It begins with a review of the concept of violence and its historical process of institutionalization in the constitution of the institutions of social control, focusing especially on the police and the role of violence in its relationship with citizenship. In a second moment, the analysis moves to Latin America, where historical diagnosis of the police institution in the region and the emergence of police violence as a phenomenon associated with the public security framework is presented. At the end, a systematization of the interpretations found in the Latin American literature on police violence is presented, organized into seven subsections.
