"Cura gay": uma cartografia dos discursos sobre a Resolução CFP 01/99 no Facebook

Abstract

A Resolução CFP 01/99 estabelece normas de atuação para as/os profissionais da psicologia no que se refere às questões de orientação sexual. Sendo assim, expressa proibições aos profissionais quanto à: realização de ações que contribuam para a patologização de práticas homoeróticas; contribuição com eventos e serviços que ofereçam cura das homossexualidades e, ainda, pronunciamentos públicos que contribuam para o entendimento da homossexualidade como uma doença. Dentre as normativas lançadas pelo Conselho Federal de Psicologia (CFP), esta tem sido a mais questionada. Desde sua criação, foram várias as tentativas de anular seus efeitos legais. Foi em 2012, ano em que o PDC 234/2011 entrou em tramitação na Comissão de Direitos Humanos da Câmara dos Deputados, que o CFP passou a fazer uso do Facebook para informar sobre a mobilização de enfrentamento a tais iniciativas. De 2012 a 2020, foram 116 postagens voltadas para o tema da Resolução 01/99 e, mais especificamente, para informar a respeito de algum acontecimento no campo das disputas legislativas e judiciais. Essas postagens serviram de ?espaço digital? para o debate em torno do tema, mobilizado por meio de aproximadamente 12 mil comentários. Assim, a presente pesquisa teve como proposta investigar os discursos a respeito da Resolução 01/99, presentes nos comentários em resposta às postagens do Conselho Federal de Psicologia, em sua página no Facebook. Para tanto, foram traçados os seguintes objetivos: identificar os argumentos contrários e favoráveis à Resolução CFP 01/99; analisar os discursos produzidos sobre sexualidade; analisar os discursos produzidos a respeito da(s) psicologia(s) e suas práticas. Para mapear esses discursos, fez-se uso da proposta cartográfica, com inspiração nos trabalhos de autoras como Suely Rolnik. Dentre os comentários de oposição à Resolução 01/99 e defesa de práticas conversivas, encontram-se os argumentos de base legal situados em torno do ?direito? do profissional de atender e do ?direito? do paciente de ser submetido a tais procedimentos, caso seja de seu desejo. Já as estratégias de defesa são formuladas, dentre outros argumentos, em torno dos acordos éticos e científicos que definem que as homossexualidades e bissexualidades constituem modos de expressão da sexualidade, atreladas à saúde e não à doença. Opositores e defensores fazem uso de concepções normativas, recorrendo a uma lógica prescritiva, para abordar as homossexualidades e bissexualidades. Ambos os grupos de comentaristas - defensores e opositores à Resolução 01/99 - reivindicam o status de ciência na defesa de seus posicionamentos, bem como fazem uso de elementos próprios de um ethos profissional na psicologia. Em nome do sofrimento da população LGBTQIA+ e do acolhimento a esse sofrimento são acionadas defesas e ataques à normativa. Com a presente pesquisa, espera-se problematizar um projeto profissional/político/religioso de patologização das sexualidades; bem como contribuir para o fortalecimento do debate em defesa da população LGBTQIA+.

Abstract: Resolution CFP 01/99 establishes standards of action for psychology professionals with regard to issues of sexual orientation. Therefore, it expresses prohibitions to professionals regarding: carrying out actions that contribute to the pathologization of homoerotic practices; contribution with events and services that offer a cure for homosexuality, and also public pronouncements that contribute to the understanding of homosexuality as a disease. Among the regulations issued by the Federal Council of Psychology (CFP), this has been the most questioned. Since its creation, there have been several attempts to nullify its legal effects. It was in 2012, the year in which PDC 234/2011 entered the Human Rights Commission of the Chamber of Deputies, that the CFP started to use Facebook to report on the mobilization to confront such initiatives. From 2012 to 2020, there were 116 posts focused on the theme of Resolution 01/99 and, more specifically, to inform about an event in the field of legislative and judicial disputes. These posts served as a ?digital space? for the debate around the topic, mobilized through approximately 12 thousand comments. Thus, this research aimed to investigate the speeches regarding Resolution 01/99, present in the comments in response to posts by the Federal Council of Psychology, on its Facebook page. Therefore, it was outlined the following objectives: to identify the arguments against and in favor of Resolution CFP 01/99; analyze the discourses produced about sexuality; analyze the discourses produced about psychology(s) and its practices. To map these discourses, the cartographic proposal was used, drawing inspiration from the works of Suely Rolnik and other authors. Among the comments in opposition to Resolution 01/99 and in defense of conversion practices, there are legal arguments situated around the \"right\" of the professional to assist and the \"right\" of the patient to be submitted to such procedures, if so be his desire. Defense strategies, on the other hand, are formulated, within other arguments, around ethical and scientific agreements that define that homosexualities and bisexualities are ways of expressing sexuality, linked to health and not to disease. Opponents and defenders make use of normative conceptions, resorting to a prescriptive logic, to address homosexualities and bisexualities. Both groups of commentators - supporters and opponents of Resolution 01/99 - claim the status of science in defending their positions, as well as making use of elements proper to a professional ethos in psychology. In the name of the suffering of the LGBTQIA+ population and the acceptance of this suffering, defenses and attacks on the regulations are called. This research hopes to contribute in the problematization of the professional/political/religious project of pathologizing sexualities; as well as for the strengthening of the debate in defense of the LGBTQIA+ population.
