Governo Lula (2003-2010): uma breve ilusão de desenvolvimento

Abstract

O objetivo deste trabalho é analisar se as políticas econômica e externa adotadas pelo Governo Lula proporcionaram ao Brasil ascender na hierarquia da riqueza mundial. Seguindo as orientações teórico-metodológicas da perspectiva da Economia Política dos Sistemas-Mundo (EPSM), a economia-mundo capitalista foi a unidade de análise privilegiada, sendo o Brasil um espaço geográfico em que ela se reproduz. Portanto, a compreensão da posição histórica do Brasil à economia-mundo capitalista passa pelo entendimento dos padrões de acumulação de riqueza e poder que resultam das disputas interestatal e intercapitalista, as quais se alteram ao longo do tempo, alterando as determinantes da relação centro-periferia assim como a capacidade que cada Estado possui de se posicionar na hierarquia da riqueza global. Assim, ao fazer um resgate histórico da posição do Brasil na economia-mundo capitalista desde sua concepção como colônia até o início do século XXI, proponho que o Brasil permaneceu por 400 anos como membro da periferia da economia-mundo capitalista, ascendeu a semiperiferia no início do século XX, posição que vem sendo questionada desde o final do mesmo e que o Governo Lula, diante das determinantes da relação centro-periferia em vigor no século XXI, não implementou políticas econômicas capazes de possibilitar uma ascensão ao Brasil na hierarquia da riqueza global.

The objective of this paper is to analyze whether the economic and foreign policies adopted by the Lula government have allowed Brazil to rise in the hierarchy of world wealth. Following the theoretical-methodological orientations from the perspective of the Political Economy of the World-System (PEWS), the capitalist world-economy was the privileged unit of analysis, with Brazil being a geographical space in which it reproduces. Therefore, understanding the historical position of Brazil in the capitalist world-economy involves understanding the patterns of accumulation of wealth and power that result from interstate and intercapitalist disputes, which change over time, changing the determinants of the center-periphery relationship. as well as the capacity that each State has to position itself in the hierarchy of global wealth. Thus, by making a historical rescue of Brazil's position in the capitalist world-economy from its conception as a colony until the beginning of the XXI century, I propose that Brazil remained for 400 years as a member of the periphery of the capitalist world-economy, it rose to a semi-periphery in the early XX century, position that has been questioned since the end of it and that the Lula Government, in view of the determinants of the center-periphery relationship in force in the XXI century, did not implement economic policies capable of enabling an ascension to Brazil in the hierarchy of global wealth.
