Sob suspeita: relações políticas e corrupção no Serviço de Proteção aos Índios ao raiar do regime militar (1963-1967)

Abstract

Esta dissertação se foca nos últimos anos de atuação do Serviço de Proteção aos Índios ? SPI, entre 1963 e 1968, período em que esse órgão público passou por uma bateria de inquéritos. Dentre os casos investigados, muitos diziam respeito a possíveis crimes de corrupção, e às relações de seus funcionários com membros da política partidária e de elites econômicas. O objetivo principal é entender quais eram as relações políticas estabelecidas entre funcionários do SPI e agentes endógenos e exógenos a esse órgão público, e de que forma essas influenciaram em seu funcionamento administrativo e nas investigações supracitadas. Para isso, divide sua meta principal em três outras específicas: traçar as redes de relações pessoais existentes no Serviço de Proteção aos Índios, e entender como elas funcionavam; narrar casos que envolvam relações políticas e práticas corruptas realizadas no Posto Indígena Selistre de Campos, em Xanxerê/SC, e que envolvam as três instâncias administrativas do SPI; por fim, remeter a análise ao imaginário político da época sobre a corrupção e o anticomunismo, para entender as motivações ideológicas que pairavam nos inquéritos realizados. O presente estudo opera, portanto, num jogo de escalas (local, regional e nacional). Para tal, estabelece diálogos entre situações localizadas no Posto Indígena Selistre de Campos, habitado pela etnia Kaingang, e as relações pessoais e a organização administrativa do SPI a nível nacional. Finalmente, remete a aspectos mais amplos presentes na sociedade brasileira, como ao imaginário político e à colonialidade das relações de poder. A pesquisa se baseia em cruzamento de fontes históricas de natureza diversa, e tem como eixo central os relatórios finais de comissões inquérito realizadas no Serviço de Proteção aos Índios, bem como documentos de órgãos de informação governamentais.

Abstract: This dissertation focuses on the last years of operation of the Serviço de Proteção aos Índios - SPI (Indians Protection Service), between 1963 and 1967, period in which this public agency went through a series of inquiries. Among the investigated cases, many were concerned to possible corruption crimes and the personal relationships of SPI?s officials with members of political parties and economic elites. The main objective is to understand which were the political relationships established between SPI?s employees and endogenous or exogenous agents to this public agency, and how they influenced its administrative functioning and the aforementioned investigations. Thereunto, it divides its main goal into three specific ones: tracing the existing networks of personal relationships within the Indians Protection Service, and understand how they worked; narrating cases involving political relations and corrupt practices carried out at Selistre de Campos Indigenous Post, in Xanxerê/SC, and involving the three administrative instances of the SPI; finally, referring the analysis to the political imaginary of those years about corruption and anti-communism, in order to understand the ideological motivations that hovered in the executed investigations. The present study operates, therefore, in a play of scales (local, regional and national). Thus, it establishes dialogues between situations located in the Selistre de Campos Indigenous Post, inhabited by the Kaingang ethnic group, and the personal relationships and administrative organization of the SPI at national level. Finally, it refers to broader aspects present in Brazilian society, such as the political imaginary and coloniality of power relations. The research is based on cross-referencing of diverse historical sources, and is centered on the final reports of inquiry commissions conducted at the Indians Protection Service, as well as documents from government intelligence agencies.
