Organização em movimento: 20 anos de confronto político do movimento cultural catarinense

Abstract

Nesta tese, discuto a organização do movimento cultural catarinense para intervir na construção das políticas culturais do estado de Santa Catarina. Defendo que a organização não é uma entidade fixa e imutável, mas está sempre em movimento. Valho-me da Teoria do Confronto Político para reconstituir 20 anos da histórica do movimento cultural catarinense. A fonte de dados utilizada foi, sobretudo, secundária, dados primários foram coletados para complementar informações. Para o tratamento dos dados, construí um catálogo de eventos (TILLY, 2002) que possibilitou a análise das múltiplas interações sociais e, a partir dele, apropriei-me dos conceitos de oportunidade política, repertório de confronto e frames para analisar a organização do movimento. Como resultado da pesquisa, observei que, no período analisado, prevaleceu o diagnóstico de desmantelamento e descaso com a cultura no Estado. Distingui os repertórios em dois grupos, os quais chamei de repertório de resistência e repertório protocolar, observando em cada um deles como se deu a organização do movimento. Concluí que o movimento cultural catarinense se organizou caracterizando-se, de forma predominante, como uma organização horizontal, com ações autônomas e colaborativas por parte dos participantes.

Abstract : In this thesis I discuss the organization of the Santa Catarina cultural movement to intervene in the construction of the state s cultural policies. I argue that organization is not a fixed and immutable entity, but is in motion. I am using the Theory of Contentious politics to reconstitute 20 years of the historical of the cultural movement of Santa Catarina. The data source was mainly secondary, primary data were collected aiming to supplement information. For data processing, I created an event catalog (TILLY, 2002) which has allowed multiple social interactions and from it, I appropriated the concepts of political opportunity, repertoire of confrontation and frames to analyze the organization of the movement. As a result of the research, I observed that during the analyzed time period, it prevailed the diagnosis of dismantling and neglect of the Culture within the Estate. During this period in which the diagnosis of dismantling and neglect of culture prevailed in the State. In order to analyze multiple social interactions, I constructed event catalogs. From which, I appropriated the concepts of political opportunity, repertoire of contention and frames to analyze the organization of the movement. I distinguished the repertoires in two types, which I called repertoire of resistance and protocol repertoire, observing in each of them how the organization of the movement occurred. I concluded that the cultural movement of Santa Catarina has organized itself mostly as a horizontal organization, with autonomous and collaborative actions from its participants.
