Avaliação da efetividade da participação social no Conselho Municipal de Saúde de Criciúma/SC

Abstract

Este estudo buscou avaliar a efetividade da participação social a partir de um Conselho Municipal de Saúde, com o intuito de produzir informações que contribuam para o aprimoramento do trabalho desenvolvido através da participação popular. Trata-se de uma pesquisa de abordagem qualitativa, sobre o Conselho Municipal de Saúde de Criciúma (SC). A coleta de dados foi realizada a partir de entrevistas semiestruturadas e análise documental. Na análise documental foram investigadas as atas, memórias, relatórios de reuniões, resoluções do CMS. As entrevistas semiestruturadas foram realizadas com 12 integrantes do CMS e tiveram duração média de 30 minutos a uma hora. As informações analisadas indicam alguns desafios, quais sejam: a falta de cultura participativa por parte dos cidadãos em fazer parte desses espaços e exercer sua cidadania; o conflito de interesses no interior do conselho, sobretudo interesses individuais e políticos; e a falta de incentivo e apoio do grupo político que constitui o governo em ampliar e aprofundar a participação. Entretanto, mesmo diante dessa realidade os conselheiros apresentaram uma positiva atuação, estreitando o vínculo com a comunidade, incentivando a sua participação e impactando sobre o acesso e qualidade dos serviços de saúde, alavancando resultados práticos e progressos de acordo com as necessidades locais elencadas pela população. Outrossim, as normas para ocupação da presidência e definição das pautas, a oferta de cursos de capacitação aos conselheiros, bem como a forma em que são colocados em prática os princípios deliberativos, com exceção da inclusão deliberativa, elevam este conselho ao nível de democratização mais próximo ao desejado. Nesse sentido, é preciso que haja ressonância entre o governo e a sociedade civil, para que a participação se torne efetiva. E, evidencia-se o papel fundamental da educação na formação do cidadão, bem como de práticas que valorizem o empoderamento, através da informação e conscientização.

Abstract : This study aims to evaluate the effectiveness of social participation in a Municipal Health Council, with the purpose of producing information that contributes to the improvement of the work developed through popular participation. This is a qualitative research on the Municipal Health Council of Criciúma (SC). Data collection was done through semi-structured interviews and documentary analysis. In the documentary analysis were investigated the minutes, memoirs, reports of meetings, resolutions of the CMS. The semi-structured interviews were performed with 12 members of the CMS and had an average duration of 30 minutes at one hour. The information analyzed indicates some challenges, namely: the lack of participatory culture on the part of citizens in being part of these spaces and exercising their citizenship; the conflict of interests within the council, especially individual and political interests; and the lack of encouragement and support from the political group that constitutes the government in broadening and deepening participation. However, even in the face of this reality, the members presented a positive performance, strengthening the link with the community, encouraging their participation and impact on access and quality of health services, leveraging practical results and progress according to the local needs highlighted by the population. Likewise, the rules for the occupation of the presidency and the definition of the guidelines, the provision of training courses to counselors, as well as the way in which the deliberative principles are put into practice, with the exception of deliberative inclusion, elevate this council to the level of democratization more close to the desired one. In this sense, there must be resonance between government and civil society, so that participation becomes effective. In addition, it is evident the fundamental role of education in the training of the citizen, as well as practices that value empowerment, through information and awareness.
