Avaliação dos facilitadores e barreiras da economia circular na cadeia reversa do poliestireno expandido no Brasil

Abstract

Esse trabalho tem como objetivo avaliar os facilitadores e barreiras da economia circular na cadeia reversa do poliestireno expandido (EPS) no Brasil. A pesquisa foi dividida em três fases. A primeira fase consistiu em entrevistas com especialistas do setor de EPS, visitas técnicas e análise de conteúdo de relatórios setoriais. A segunda fase foi formada por uma revisão da literatura. Os facilitadores e barreiras mais relevantes da economia circular foram identificados a partir do portfólio. A terceira fase foi caracterizada pela análise dos especialistas em EC e EPS. A partir desses métodos, pôde-se mapear a cadeia reversa do EPS e identificar que importadores e distribuidores de EPS ainda têm participação incipiente em seus canais reversos. A dificuldade de implementar um sistema de logística reversa no Brasil é resultado, conforme o mapeamento da cadeia, de: (a) dificuldades de transporte do EPS pós-consumo; (b) falta de conhecimento de uma grande parte da população de que o EPS é reciclável; e, (c) baixo número de coletores e recicladores. Por meio da revisão da literatura foram identificados 13 barreiras e 7 facilitadores. Os facilitadores foram caracterizados com base na teoria institucional e as barreiras com base nas categorias encontradas na revisão da literatura. A consulta com especialistas permitiu concluir que os facilitadores mais importantes são Cultura empresarial (F1) e Ferramentas de design e manuais de aplicação da economia circular (F4), esses são internos à organização. As barreiras mais importantes são Informações sobre economia circular (B7), Subsídio governamental (B12) e Políticas e regulamentos (B13), essas externas à organização. A avaliação realizada pelos especialistas ajuda a diminuir as incertezas na implantação da economia circular à medida que as iniciativas estratégicas são baseadas nos fatores mais influentes para a cadeia reversa do EPS.

Abstract : This paper aims to evaluate the drivers and barriers of the circular economy in the reverse chain of expanded polystyrene (EPS) in Brazil. The research was divided into three phases. The first phase consisted of interviews with EPS industry experts, technical visits and content analysis of sector reports. The second phase was formed by a review of the literature. The most relevant drivers and barriers of the circular economy were identified from the document portfolio. The third phase was characterized by the analysis of experts in circular economy and EPS. From these methods, we identified that EPS importers and distributors still have incipient participation in their reverse channels. The difficulty to implement a reverse logistics system in Brazil is a result, according to the chain mapping, of (a) transport difficulties of post-consumer EPS; (b) lack of knowledge of a large part of the population that EPS is recyclable; and, (c) low number of collectors and recyclers. Through the literature review, 13 barriers and 7 drivers were identified. Drivers were characterized on the basis of institutional theory and barriers based on the categories found in the literature review. The questionnaire with experts has led to the conclusion that the most influential drivers are Business culture (F1) and Design tools and circular economy application manuals (F4), these are internal to the organization. The most influential barriers are Information on circular economy (B7), Government subsidy (B12) and Policies and regulations (B13), these external to the organization. Expert assessment helps to reduce uncertainties in the implementation of the circular economy as strategic initiatives are based on the most influential factors for the EPS reverse chain.
