Ambiente institucional e governança em cooperativas de crédito: estudo de caso do território Meio Oeste Contestado

Abstract

Este trabalho analisa o ambiente institucional e a governança de cooperativas de crédito no Território Rural Meio Oeste Contestado (MOC). Localizado na Mesorregião Oeste de Santa Catarina, o MOC é constituído por um aglomerado contínuo de 29 municípios que historicamente apresenta um movimento cooperativista fortemente atuante, com cooperativas de crédito independentes e articuladas em diversos sistemas. O estudo buscou auxílio teórico na Nova Economia Institucional, em referências sobre o cooperativismo de crédito e Desenvolvimento Territorial Sustentável. O movimento cooperativista de crédito no território rural comporta diversos arranjos de governança, que se baseiam na trajetória histórica de cada sistema, nas alterações do ambiente institucional e na pressão concorrencial presente no Sistema Financeiro Nacional. Das dezesseis organizações cooperativas de crédito que trabalham com o público rural no MOC, oito têm suas sedes principais no território e oito atuam por meio de Pontos de Atendimento. Os principais sistemas presentes são: Cresol, Sicoob, Sicredi e Sulcredi, que juntos totalizam 71 locais de atendimento no território rural. A pesquisa demonstrou que as cooperativas de crédito, ainda que pertencentes a um mesmo sistema, apresentam diferentes características e práticas de governança. Embora todas se moldem pela legislação, pelo mercado financeiro, pelas particularidades próprias dos sistemas e pelas políticas públicas do setor, existem diferenças relacionadas a origem da cooperativa, ao contexto social, econômico e cultural local. Essas diferenças do ambiente institucional de atuação das cooperativas de crédito também modificam a compreensão que as lideranças cooperativistas têm sobre a dinâmica de funcionamento da organização e o seu papel no desenvolvimento sustentável do território rural.

Abstract : This paper analyzes the institutional environment and the governance of credit cooperatives in the Midwest Contestado Rural Territory (MOC). Located in the Western Mesorregion of Santa Catarina, the MOC is constituted by a continuous cluster of 29 municipalities that historically presents a strongly active cooperative movement, with independent credit unions and articulated in several systems. The study sought theoretical help in the New Institutional Economy, in references on credit cooperatives and Sustainable Territorial Development. The cooperative movement of credit in rural territory includes several governance arrangements based on the historical trajectory of each system, the changes in the institutional environment and the competitive pressure present in the National Financial System. Of the sixteen cooperative credit organizations that work with rural audiences in the MOC, eight have their main headquarters in the territory and eight operate through Points of Service. The main systems present are: CRESOL, SICOOB, SICREDI and SULCREDI, which together add up to 71 service centers in the rural territory. The research showed that credit cooperatives, although belonging to the same system, have different characteristics and practices of governance. Although all are shaped by legislation, the financial market, the particularities of the systems and the public policies of the sector, there are differences related to the origin of the cooperative, the social, economic and cultural context. These differences in the institutional environment of credit cooperatives also modify the cooperative leaders' understanding of the organization's dynamics and its role in the sustainable development of rural areas.
