Alinhamento estratégico da tecnologia da informação e comunicação no poder judiciário

Abstract

A presente pesquisa tem por objetivo analisar se os membros do Poder Judiciário brasileiro, do segmento estadual, estão buscando alinhamento à Estratégia Nacional de Tecnologia da Informação e Comunicação - ENTIC-JUD, instituída pela Resolução n.º 211/2015 do Conselho Nacional de Justiça – CNJ. Esta pesquisa foi desenvolvida utilizando-se dos dados do levantamento sobre o status da governança de Tecnologia da Informação e Comunicação no Poder Judiciário aferido anualmente por meio do índice iGovTIC-JUD. É apresentado um estudo de caso sobre o status da Governança de TIC do PJSC e dados obtidos através de pesquisa de campo direcionada à parte da Força de Trabalho de TIC do referido órgão. A metodologia de pesquisa buscou utilizar-se de ferramentas acessíveis e de relativa fácil gestão, sendo priorizadas a cooperação e a transparência nesta fase de diagnóstico. No desenvolvimento do trabalho foram produzidos alguns artefatos ou achados da pesquisa. Durante a fase de levantamento e de tratamento de dados obtivemos um quadro responsivo do índice iGovTIC-JUD, por exemplo, além do achado principal que tenta responder, na conclusão deste estudo, ao problema de pesquisa proposto: Os Tribunais de Justiça estaduais estão buscando alinhamento à ENTIC-JUD?

The present research aims to analyze if the members of the Brazilian Judicial Branch, of the state segment, are seeking alignment to the National Strategy of Information and Communication Technology - ENTIC-JUD, instituted by Resolution n.º 211/2015 of the National Council of Justice - CNJ. This research was developed using data from the survey on the status of governance of Information and Communication Technology in the Judiciary, assessed each year through the iGovTIC-JUD index. A case study is presented on the status of ICT governance of the PJSC and data obtained through field research directed to the part of the ICT Task Force of the PJSC. The research methodology sought to use accessible and relatively easy-to-manage tools, prioritizing cooperation and transparency in this diagnostic phase. In the development of the work some artifacts or research findings were produced. During the survey and data processing phase we obtained a responsive picture of the iGovTIC-JUD index, for example, in addition to the main finding that tryes to respond, in the conclusion of this study, to the research problem proposed: The state Courts of Justice are seeking alignment to the ENTIC-JUD?
