O coordenador na terra da garoa: o funcionamento do Office of the Coordinator of Inter-American Affairs em São Paulo

Abstract

Esta dissertação objetivou investigar o funcionamento do comitê regional de São Paulo do Office of the Coordinator of Inter-American Affairs durante os anos de 1943 e 1944. A cidade de São Paulo era o principal polo industrial brasileiro, o que tornou as atividades do Office na região muito importantes. Através da análise de documentos administrativos deste comitê, este estudo apontou que a escolha de pessoas extremamente influentes para o seu staff juntamente com as relações de cooperação com o setor público e privado paulista possibilitaram o sucesso deste escritório em seus objetivos: divulgar os Estados Unidos em São Paulo, combater a presença ideológica do Eixo na região, e garantir o mercado consumidor paulista no pós-guerra. A forte influência tanto do governo estadunidense como de suas instituições comerciais e privadas fez com que política e negócios fossem a base da metodologia utilizada pelo comitê, que também é alvo deste estudo.

Abstract : This dissertation aimed to investigate the operation of the São Paulo regional committee of the Office of the Coordinator of Inter-American Affairs over the years of 1943 and 1944. The São Paulo state was the main Brazilian industrial pole, which made the Office?s activities in the region very important. Through the analysis of this committee?s administrative documents, this study pointed out that the choice of extremely influent people for its staff along with its cooperative relations with paulista?s private and public sectors made possible the success of this office in accomplishing its objectives: propagate the Unites States in São Paulo, fight the Axis? ideological presence at the region, and guarantee the paulista consumer market at the post-war period. The strong influence of both American government and American commercial and private institutions made politics and business the basis of the methodology used by the committee, that is also a target of this study.
