O processo seletivo dos diplomatas brasileiros (1995-2010)

Abstract

Este trabalho estuda as provas de ingresso no Instituto Rio Branco durante o período de 1995 a 2010, dedicando especial atenção às provas de história do Concurso de Admissão à Carreira Diplomática (CACD). Uma vez que durante o período mencionado existe uma alternância democrática de partidos políticos a frente do executivo federal brasileiro, considera-se o período ideal para tentar captar quais mudanças no processo de seleção seriam mudanças inerentes a diplomacia brasileira enquanto burocracia e quais seriam resultado da ação e influência de diferentes grupos políticos no poder executivo federal. Como hipótese presente no trabalho, sugerimos que a prova seletiva do corpo diplomático brasileiro não estaria tão interessada em selecionar especialistas que dominem a bibliografia acadêmica mais atual acerca de um tópico, mas indivíduos que consigam manusear minimamente a bibliografia para argumentar acerca de uma questão dada, sendo indiferente se eles (ou elas) o fazem seguindo a opinião do mainstream acadêmico sobre aquela questão.

Abstract : The present theses studies the accessing examinations of the Rio Branco Institute (Brazilian Foreign Office Ministry's School) during the period of 1995 to 2010, dedicating special attention to the exams of history in the Diplomatic Career Admission Process (CACD, after its' initials in Brazilian Portuguese). Once that during the mentioned period there is a democratic alternance of political parties in the control of the Brazilian federal executive, it was considered that the period was ideal for trying to catch which changes in the selection process were inherent changes to the Brazilian diplomacy as a bureaucracy and which were results of the influence of different political groups in power. As a working hypothesis, we postulate that the selection exams of the Brazilian diplomatic group is not interested in recognizing and selecting specialists that masters the academic bibliography in a given topic, but rather individuals who can handle minimally the bibliography in order to build an argument about a given topic, being indifferent if they do so following the mainstream opinion about such question.
