Plataforma web inteligente para gestão de instituições de ensino superior

Abstract

Inteligência Estratégica é um tema essencial para a gestão e para os negócios, sejam empresariais como institucionais na área da educação. Para competir, as estratégias têm de ser integradas, e as decisões eficientes e eficazes para melhorar o desempenho. Dentro desse contexto, esta tese tem como objetivo propor elementos necessários para a construção de uma plataforma web para adoção de práticas de inteligência estratégica que auxiliem na gestão das Instituições de Ensino Superior Comunitárias. Para isso, esta pesquisa busca, na literatura, mediante uma análise bibliométrica, caracterizar os enfoques predominantes da inteligência estratégica, gestão educacional e plataformas para Instituições de Ensino Superior. Após, foram aplicados questionários aos gestores de quatorze Instituições de Ensino Superior Comunitárias que fazem parte da Associação Catarinense das Fundações Educacionais, de forma a confirmar as principais necessidades apresentadas por gestores das Instituições de Ensino Superior e legitimar os elementos, as variáveis e os indicadores encontrados na literatura. Dessa forma, fazem parte da plataforma web doze elementos de Inteligência Estratégica essenciais para a Gestão Educacional. Para este trabalho, foi proposta uma plataforma web com base no sistema Java de acesso livre, o qual apresenta oito casos de uso, desenvolvidos em situações reais dentro de uma Instituição de Ensino Superior Comunitária, do estado de Santa Catarina. Conclui-se que os elementos identificados nesta pesquisa são fundamentais para o desenvolvimento da plataforma, que possibilita aos gestores terem uma maior visibilidade na hora de tomar decisões importantes dentro da Instituição de Ensino Superior de forma rápida, ágil e transparente.

Abstract : Strategic Intelligence is an essential topic for management and for business, whether entrepreneurs or institutional in the area of education. To compete, strategies have to be integrated, and efficient and effective decisions to improve performance. In this context, this thesis aims to propose elements necessary for the construction of a web platform for the adoption of strategic intelligence practices that will help in the management of Community Higher Education Institutions. For this, this research seeks, in the literature, through a bibliometric analysis, to characterize the predominant approaches of strategic intelligence, educational management and platforms for Higher Education Institutions. Afterwards, questionnaires were administered to the managers of 14 Community Higher Education Institutions that are part of the Santa Catarina Educational Foundations Association, in order to confirm the main needs presented by managers of Higher Education Institutions and to legitimize the elements, variables and indicators found in literature. In this way, 12 strategic intelligence elements essential for Educational Management are part of the web platform. For this work, a web platform based on the open access Java system was proposed, which presents eight use cases, developed in real situations within a Community Higher Education Institution, in the state of Santa Catarina. It is concluded that the elements identified in this research are fundamental for the development of the platform, which enables managers to have greater visibility the making important decisions within the Institution of Higher Education in a fast, agile and transparent way.
