Desenvolvimento de uma ferramenta para acompanhamento de Plano municipal de saneamento

Abstract

Grande parte dos municípios catarinense já possui o seu PMSB (Plano Municipal de Saneamento Básico). Este plano é a principal ferramenta de planejamento de obras nos municípios brasileiros, sendo atualmente exigido pelo governo federal com vistas à obtenção de recursos financeiros. Contudo, há um déficit nas ferramentas de avaliação e acompanhamento das ações propostas e executadas nos PMSB. Diante deste contexto, o presente trabalho tem como objetivo desenvolver uma ferramenta para controle e acompanhamento dos planos municipais de saneamento básico para as dimensões do Sistema de Abastecimento de Água (SAA) e do Sistema de Esgotamento Sanitário (SES). Buscando alcançar esse propósito desenvolveu-se em conjunto com técnicos da Agência, uma ferramenta para o acompanhamento dos Planos Municipais de Saneamento, para isso foi utilizado o software Excel, um editor de planilhas eletrônicas, produzido pela empresa Microsoft. A ferramenta é composta por seis planilhas eletrônicas, sendo três planilhas referentes ao Sistema de Abastecimento de Água e três para o Sistema de Esgotamento Sanitário. Afim de validar a ferramenta, foi escolhido um município regulado pela ARIS de maneira aleatória, realizando o preenchimento da planilha de SAA de acordo com os quantitativos físicos e financeiros das ações propostas no PMSB e utilizando dados hipotéticos na parte do preenchimento do prestador de serviços. A realização do teste de validação constatou que a ferramenta tem uma grande importância para o setor da regulação do saneamento básico, aproximando as esferas de execução, planejamento e fiscalização do sistema.

The majority of the cities in the Santa Catarina State already have the Municipal Plan of Basic Sanitation (MPBS). This plan is the main work-planning tool in Brazilian municipalities, currently required by the federal government with the views to obtaining financial resources. However, there is a deficit in the evaluation tools and in the monitoring of the proposed and implemented actions in the MPBS. Given this context, this study aims to develop a tool for control and monitoring of the Municipal Plan of Basic Sanitation (MPBS) for the dimensions of the Water Supply System (WSS) and the Sewerage System (SS). Aiming to achieve this purpose we developed in conjunction with the technics of ARIS, a tool for monitoring the Municipal Plan of Basic Sanitation and for that, we used the Excel software, an editor of spreadsheets produced by the Microsoft Company. The tool consists in six spreadsheets, three worksheets for the Water Supply System and three for the Sewerage System. In order to validate the tool, we chose randomly a municipality regulated by ARIS, completing the SAA sheet according to the physical and financial quantitative of the actions proposed in the MPBS and using hypothetical data in the filling process. The realization of the validation test found out that the tool has a great importance for the regulation of the sanitation industry, approaching the implementing, planning and monitoring areas of the system.
