União de Nações Sul-Americanas (UNASUL): integração e cooperação na América do Sul

Abstract

O presente trabalho objetiva a reconstituição institucional da União das Nações Sul-americanas (UNASUL) com base na compreensão de debates que envolvem a temática das teorias da integração e das Relações Internacionais, bem como o conceito de cooperação internacional. A pesquisa tornará possível avaliar se o processo proposto pela UNASUL é um arranjo de cooperação internacional com um fim em si mesmo ou se a integração regional é o objetivo final de toda a concertação política entre seus membros. Para isso, será observado o histórico das tentativas surgidas na histórica da América Latina e Caribe em termos de cooperação internacional e integração regional. Num segundo momento será reconstituído o surgimento da UNASUL em termos de localização, composição (membros) e objetivos comuns, para que se possa descrever sua institucionalidade internacional e seu funcionamento interno por meio da análise textual de documentos oficiais da UNASUL e de seus nove Conselhos.

The present work aims the institutional reconstruction of the Union of South American Nations (UNASUR) based on the understanding of debates involving the theme of integration and theories of International Relations, as well as the concept of international cooperation. The research will make it possible to assess whether the process proposed by the UNASUR is an array of international cooperation with an end in itself or if regional integration is the ultimate goal of all political approach among its members. This will be done observing the history of attempts emerged in the history of Latin America and the Caribbean in terms of international cooperation and regional integration. In a second step will be reconstituted the emergence of UNASUR in terms of location, composition (members) and common goals, so that we can describe its international institutional framework and its inner workings through the textual analysis of official documents of UNASUR and its nine Councils.
