Estabelecendo parâmetros históricos para o surgimento da globalização financeira hoje observada, o trabalho traz a importância crescente dos chamados Investimentos Estrangeiros Diretos no cenário capitalista neoliberal, constituindo-se de parcela essencial em seu discurso liberalizante. Porém, estabelece que a realidade observada nos países em desenvolvimento, mormente os Latino-Americanos, não se coaduna com o que se prega. Adotando o caso do Brasil, a análise da parca legislação e da ausência de políticas nacionais e internacionais bem definidas enseja a potencialização de resultados negativos e atestam a irresponsabilidade política no tratamento do assunto. Nesse ponto, traçando parâmetros com outras teorias de responsabilidade, surge a proposta da aplicação ética de Hans Jonas, com a finalidade de demonstrar o necessário dever político de agir, como fator essencial para a adequação das perspectivas de desenvolvimento trazidas pelos IEDs à realidade social que se visa melhorar. Establishing historical parameters to the rising of actual financial globalization, this work brings the growing matter of that so called Foreign Direct Investments in the scenario of neoliberal capitalism, like an essential cell in this liberalizing discourse. However, establish that reality seem in the developing countries, empathizing Latin-American states, does not match with the current discourse. Adopting the case of Brazil, the analysis of your weak legislation and your absence of well constructed national and international politics, brings the possibility to achieve the connection with the empowerment of negative results and confirms the political irresponsibility in these matters. At this point, tracing parameters with other theories, rises the purpose of application of ethics of responsibility from Hans Jonas, with the objective of showing the bind of political duty to act, as a essential factor for adequation of development perspectives that are brought by FDI to the social reality who need to be improved. |
