O sistema de espaços livres públicos é a principal estrutura das cidades onde a dinâmica urbana e as relações sociais acontecem, é formado por espaços públicos que variam em forma, dimensão e atribuição (circulação, ambiental e prática social). As relações desse sistema se estabelecem por vínculos espaciais da forma urbana, organizacionais da distribuição dos espaços públicos na malha urbana e funcionais do papel desses espaços na cidade. Devido aos processos de urbanização acelerada ocorridos no século XX, a configuração do sistema de espaços livres públicos passou a ter diferentes graus de conexão, que no presente influenciam no acesso à cidade. Além de buscar complementar as investigações existentes, o objetivo da tese é investigar os principais fatores que causaram transformações significativas nas características espaciais do sistema de espaços livres públicos, considerando os períodos morfológicos da evolução urbana de uma cidade originalmente planejada (Erechim), e suas implicações na estrutura urbana atual. Essa é uma pesquisa de leitura processual e morfológica e foi estruturada nas escalas da cidade e do bairro em duas etapas. A primeira corresponde à análise relacional da formação histórica do sistema de espaços livres públicos com recorte temporal em períodos morfológicos, identificando as mudanças das suas características ao longo da história de Erechim. A segunda etapa analisa a configuração atual das partes que formam esse sistema nas dimensões política, morfológica, organizacional e funcional. Os resultados evidenciam a influência de fatores políticos, econômicos, sociais na formação do sistema de espaços livres públicos, que resultam em diferenças morfológicas, funcionais, de apropriação social entre o núcleo central planejado e as demais partes da malha urbana. No presente, o sistema de espaços livres públicos apresenta distintos níveis de conexão. Os espaços públicos do núcleo central implantados durante o período de Colonização (1909-1932) dispõem de melhor qualidade espacial e conexão, ao contrário dos espaços públicos criados nos períodos de Urbanização (1933-1969), Industrialização (1970-1989) e Expansão (1990-2020), que gradualmente constituem áreas adjacentes e bordas periféricas de Erechim. Esse cenário, portanto, está relacionado às diferenças projetuais do momento que esses espaços foram criados, ao planejamento e à gestão urbana ao longo do tempo, o que expressa desigualdades locacionais evidenciadas pelos distintos níveis de estrutura dos espaços públicos e relação com o entorno, aspectos que determinam a oferta de espaços públicos mais qualificados à população. Para tanto, se faz cada vez mais necessário criar estruturas de planejamento sistêmico dos espaços públicos para implantação e manutenção, englobando uso do solo e potencialidades de cada espaço público em seu contexto local. Por fim, acredita-se que é possível a construção de cidades mais acessíveis e humanas a partir de políticas públicas ancoradas em um entendimento profundo das transformações dos sistemas de espaços livres públicos. Abstract: The system of public open spaces is the primary framework of cities where urban dynamics and social relations take place; it consists of public spaces that vary in form, size, and function (circulation, environmental, and social). The relationships within this system are established through spatial links in the urban form, organizational links in the distribution of public spaces within the urban fabric, and functional links in the role these spaces play in the city. Due to the processes of rapid urbanization that occurred in the 20th century, the configuration of the system of public open spaces began to exhibit varying degrees of connectivity, which currently influence access to the city. In addition to seeking to complement existing research, the objective of this thesis is to investigate the main factors that caused significant transformations in the spatial characteristics of the system of public open spaces, considering the morphological periods of urban evolution in an originally planned city (Erechim), and their implications for the current urban structure. This is a study of a processual and morphological nature and was structured at the city and neighborhood scales in two stages. The first stage involves a relational analysis of the historical formation of the system of public open spaces, focusing on morphological periods, to identify changes in its characteristics throughout Erechim?s history. The second stage analyzes the current configuration of the components that make up this system in political, morphological, organizational, and functional dimensions. The results highlight the influence of political, economic, and social factors on the development of the system of public open spaces, which has led to differences in morphology, function, and social appropriation between the planned central core and the rest of the urban fabric. Currently, the system of public open spaces exhibits varying degrees of connectivity. The public spaces in the central core established during the Colonization period (1909?1932) offer better spatial quality and connectivity, unlike the public spaces created during the periods of Urbanization (1933?1969), Industrialization (1970?1989), and Expansion (1990?2020), which gradually constitute adjacent areas and the peripheral edges of Erechim. This scenario, therefore, is related to the design differences at the time these spaces were created, as well as to urban planning and management over time, which reflects locational inequalities evidenced by the varying levels of public space infrastructure and their relationship with the surrounding environment, aspects that determine the availability of higher-quality public spaces for the population. To this end, it is increasingly necessary to create systemic planning frameworks for public spaces to guide their implementation and maintenance, encompassing land use and the potential of each public space within its local context. Finally, it is believed that it is possible to build more accessible and people-centered cities through public policies grounded in a deep understanding of the transformations taking place in public open-space systems. |
