Strategizing no processo de formação das parcerias público-privadas no transporte urbano do Distrito Federal

Abstract

Governos mobilizam parcerias público-privadas (PPPs) para ampliar a provisão de infraestrutura e serviços públicos, especialmente em setores complexos como o transporte urbano. Embora a legislação as defina como contratos administrativos, sua constituição envolve dinâmicas políticas, institucionais e sociais que podem influenciar as estratégias dos atores envolvidos. Apesar da expansão dessas parcerias no campo empírico e teórico, ainda são limitados os estudos que examinam como as PPPs se formam, particularmente em contextos institucionais complexos como o setor de transporte urbano do Distrito Federal. Diante desse cenário, o estudo buscou responder à seguinte questão de pesquisa: como ocorre o processo de formação de parcerias público-privadas no transporte urbano do Distrito Federal sob a perspectiva da estratégia como prática? Para isso, adotou-se referencial teórico estruturado em três eixos analíticos: PPPs, estratégia e governança híbrida. Metodologicamente, a pesquisa adotou uma abordagem qualitativa de orientação interpretativista, operacionalizada por meio de um estudo de caso único, analisado de forma holística sobre o processo de formação das PPPs no setor de transporte urbano do Distrito Federal. O estudo utilizou entrevistas semiestruturadas e observação não participante como fontes primárias, além de documentos legislativos, institucionais e relativos às PPPs como fontes secundárias. As entrevistas foram analisadas por meio de análise narrativa, complementada por análise documental, ambas conduzidas de forma iterativa com a teoria, buscando interpretar os achados a partir das percepções dos atores e em diálogo constante com os constructos teóricos. Para fortalecer a qualidade científica do estudo, foram empregados procedimentos de triangulação de fontes e perspectivas de entrevistados, bem como verificação por membros, análise por pares e uma descrição detalhada dos achados. Como resultado, o estudo apresenta a formação histórica da estrutura urbana do Distrito Federal e a evolução do setor de transporte entre 2004 e 2025. Também analisa o posicionamento dos entrevistados no campo organizacional e em suas instituições, bem como suas percepções sobre as PPPs à luz dos elementos do Triângulo Estratégico. A partir dessas interpretações, foram reconstruídos os eventos estratégicos que compõem o processo de formação das PPPs no setor de transporte urbano do Distrito Federal, identificando os elementos do strategizing e as microestratégias mobilizadas. Os resultados indicaram que a formação das PPPs no contexto estudado configura um processo estratégico deliberadamente emergente, social e politicamente mediado, estruturado por microestratégias e interações entre os atores. Além disso, a tese apresenta contribuições teóricas decorrentes da análise das PPPs à luz da perspectiva da estratégia como prática, incluindo a proposição de uma definição para o processo de formação das PPPs, sua interpretação sob a perspectiva do strategizing e as implicações dessa abordagem para a reinterpretação da governança híbrida dessas parcerias. Ao fazê-lo, a tese amplia o repertório analítico para a compreensão das PPPs ao deslocar o foco do contrato para os processos estratégicos e sociopolíticos que estruturam sua formação. As PPPs mais do que um modelo contratual de política pública, mostraram-se como um processo estratégico, socialmente construído por meio das práticas, interpretações e interações entre atores no campo institucional.

Abstract: Governments mobilize public-private partnerships (PPPs) to expand the provision of infrastructure and public services, especially in complex sectors such as urban transportation. Although legislation defines them as administrative contracts, their constitution may involve political, institutional, and social dynamics that can influence the strategies of the actors involved. Despite the expansion of these partnerships in both empirical and theoretical fields, studies that examine how PPPs are formed are still limited, particularly in complex institutional contexts such as the urban transportation sector of the Federal District. In this scenario, the study sought to answer the following research question: how does the public-private partnership formation process occur in urban transport in the Federal District from a strategy-as-practice perspective? To this end, a theoretical framework structured around three analytical axes was adopted: PPPs, strategy, and hybrid governance. Methodologically, the research adopted a qualitative approach with an interpretivist orientation, operationalized through a single case study analyzed holistically regarding the process of PPP formation in the urban transportation sector of the Federal District. The study used semi-structured interviews and non-participant observation as primary sources, in addition to legislative, institutional, and PPP-related documents as secondary sources. The interviews were analyzed through narrative analysis, complemented by document analysis, both conducted iteratively with theory, seeking to interpret the findings based on the perceptions of the actors and in constant dialogue with the theoretical constructs mobilized in an open manner. To strengthen the scientific quality of the study, procedures such as triangulation of sources and perspectives of interviewees were employed, as well as member checking, peer debriefing, and a detailed description of the findings. As a result, the study presents the historical formation of the urban structure of the Federal District and the evolution of the transportation sector between 2004 and 2025. It also analyzes the positioning of the interviewees within the organizational field and their institutions, as well as their perceptions of PPPs in light of the elements of the Strategic Triangle. Based on these interpretations, the strategic events that make up the process of PPP formation in the urban transportation sector of the Federal District were reconstructed, identifying the elements of strategizing and the micro-strategies mobilized. The results indicated that the formation of PPPs in the studied context constitutes a deliberately emergent, socially and politically mediated strategic process, structured by micro-strategies and interactions among actors. Furthermore, the thesis presents theoretical contributions arising from the analysis of PPPs from the perspective of strategy as practice, including the proposition of a definition for the PPP formation process, its interpretation from the perspective of strategizing, and the implications of this approach for the reinterpretation of the hybrid governance of these partnerships. In doing so, the thesis expands the analytical repertoire for understanding PPPs by shifting the focus from the contract to the strategic and sociopolitical processes that structure their formation. PPPs proved to be more than a contractual model of public policy; they proved to be a strategic process, socially constructed through practices, interpretations, and interactions among actors in the institutional field.
