O museu universal e os debates sobre repatriação de bens culturais: o discurso do universalismo para manutenção da posse dos Mármores do Partenon

Abstract

Esta pesquisa investiga os entrelaçamentos entre a história dos Museus Universais, a formação de suas coleções e os debates sobre a repatriação de bens culturais no século XXI. Em 2002, um grupo de 19 instituições museológicas europeias e estadunidenses apoiou a criação da Declaração sobre a Importância e o Valor dos Museus Universais (DIVUM), um marco na defesa desses museus, destacando sua relevância para a preservação da história universal e funcionando como um mecanismo de resistência aos pedidos de devolução de artefatos. Assim, esta pesquisa pretende compreender como a defesa do \"universalismo\" do patrimônio, promovida por essas instituições, especialmente por meio da DIVUM, pode ser interpretada como uma estratégia para a manutenção de sistemas de poder e domínio contemporâneos, além de seu uso para dificultar os processos de repatriação. Para isso, a pesquisa analisa historicamente os principais eventos relacionados à repatriação e ao surgimento dos museus, desde o colecionismo até a criação dos museus universais no século XXI. O foco central será a análise do discurso da DIVUM, investigando seus antecedentes, principais defensores e estratégias, identificando os agentes envolvidos e seus propósitos. Para exemplificar a relação entre a defesa do universalismo e a oposição à repatriação, será apresentado o emblemático caso dos Mármores do Partenon e os discursos que permeiam essa disputa. A investigação revela que, além dos aspectos práticos, a resistência à devolução de bens culturais está profundamente enraizada em premissas ideológicas, sendo o universalismo uma delas, refletindo a própria construção histórica dos museus.

Abstract: This research investigates the intertwining of the history of Universal Museums, the formation of their collections, and the debates on the repatriation of cultural assets in the 21st century. In 2002, a group of 19 European and American museum institutions supported the creation of the Declaration on the Importance and Value of Universal Museums (DIVUM), a milestone in defending these museums by highlighting their relevance for preserving universal history and serving as a mechanism to resist against requests for the return of artifacts. Thus, this research aims to understand how the defense of the \"universalism\" of heritage, promoted by these institutions - especially through DIVUM - can be interpreted as a strategy for maintaining systems of power and contemporary domination, in addition to its use to hinder repatriation processes. To this end, the research historically analyzes key events related to repatriation and the emergence of museums, from the practice of collecting to the creation of universal museums in the 21st century. The central focus will be on the discourse analysis of DIVUM, investigating its antecedents, main defenders, and strategies, as well as identifying the agents involved and their purposes. To exemplify the relationship between the defense of universalism and opposition to repatriation, the emblematic case of the Parthenon marbles and the discourses surrounding this dispute will be presented. The investigation reveals that, in addition to practical considerations, resistance to the return of cultural assets is deeply rooted in ideological premises, with universalism being one of them, reflecting the very historical construction of museums.
